With the continuous progress of China's reform,economic development has made remarkable achievements and the living standards of the people are increasing day by day.People pay more attention to the pursue of their spiritual needs, so the tourism has become a pillar industry. Many cities take the tourism industry as a new economic growth point, in order to improve their competitiveness and attract a large number of tourists, and tourism marketing is also payed more and more attention. As a famous tourist city in China, Dalian has a large number of excellent tourism resources, perfect urban infrastructure, hardware facilities and so on. So how to make full use of tourism resources, fully carry out the tourism marketing activities, the macro-control of the interests of the main marketing costs and benefits are many travel agencies need to face.This paper selects the Dalian locomotive international travel agency as research object.It firstly points out the existing problems in Dalian picking project, such as unclear target market,market positioning, and old marketing.It also analyzes the internal and external environment of the company's market. Then introduces the STP marketing theory and 4Ps theory, combining the tourism marketing theory with the picking project marketing case, and analyzes the company scientifically and fully.In the third chapter, it analyzes the external marketing environment and the internal environment, and analyzes the feasibility of the development of the marketing plan. Finally, according to the actual operation situation and existing resources of Dalian locomotive international travel agency, the company's market segmentation, target market selection and market positioning are put forward according to the statistical data. This paper gives a detailed combination of marketing strategies, such as pricing, products, etc.Based on the actual situation of Dalian locomotive international travel agency and combining with the existing marketing theory, this paper gives a scientific and detailed tourism marketing plan. This scheme has a certain reference value to the tourism marketing planning of Dalian, and it also has a certain reference value to other travel agencies of the same scale.
