After years of exploration and research, our country’s property management has become an important growth point in the national economy.However, the property management industry encountered many difficulties and pressures in the process of rapid development, and also exposed a series of problems and contradictions.Especially in the property management fees, the contradiction is more obvious such as:the contradiction between the rapid development of property management and the severe loss in management business;the contradiction between rigid charges and flexible services;the contradiction between paid service and unwilling to pay;the contradiction between high service requirements and low collection rate of fee.If these contradictions are not resolved, it will bound to restrict the further development of the property management.This paper takes Dalian’s residential property service as a research subject and analysis on the theory of public goods theory, principal-agent theory and game theory.It’s based on the research of the service properties, property characteristics and the status of the property charge policy of Dalian. We have a thorough study of the basic situation of Dalian’s residential property services companies, property service charges substantially, the owners of the property service satisfaction.Through visits to the relevant administrative departments and the property services business,and interviews with the administration and some property management service industry employees,we mastered a large number of local property management industry first-hand information.Even more we have the relevant information analyzed and interpreted exploratory.The author thinks that there are many factors restricting the development of property service industry in Dalian.Such as some owners are lacking in the understanding of the nature of the property services management and some are thin in consciousness of law;some owners’autonomy level is limited;management of property services business is not in place;the market choice is difficult;the property management is unclear and ill-defined the functions of government, and government guidance is not strong;regulation of the market is not in place;the difficulty of service fee collection and dispute mediation. All of these have seriously restricted the development of Dalian’s property service industry.At last, based on the management of property service fees in Dalian, this paper put forward some suggestions to promote the development of the property management industry on the owners, property management companies and government administrative management, etc.Firstly,we need to improve strategy for owner’s autonomy mechanism quickening our steps on the formation of the owners of the committee;making full use of the owners of the committee and so on. Secondly,we need to improve strategy for efficiency of property management business and owners’satisfaction:Strengthening the pre-property management and reducing the tax burden of property services companies.Thirdly, we need to improve strategy for government administration including improving the property management supporting policies;constructing the supervision and control mechanism;establishing a market to determine the price mechanism; establishing the management system of the combination of property management and community management.Finally,we need to improve the other relevant strategies including stepping up publicity efforts to expand the social impact and establishing the correct guidance of public opinion;constructing the market selection mechanism of the survival of the fittest; putting property charging system with honest price tag displayed into practice and so on.
