Research On The Environmental Performance Audit Of The Government Of “Greening Guangdong Action” In H City

The new round of “Greening Guangdong Action” project since its inception has made remarkable achievements.In the provincial government's policy guidelines and financial support,making the distance to achieve "the construction of Guangdong's first green ecological province," the ten-year goal is getting closer.The implementation of the project not only promoted the image of Guangdong as the first province of greening,but also further improved the ecological environment of Guangdong.Since the project has achieved such remarkable results,then how to review the “Greening Guangdong Action” project to achieve the results and effectiveness? In the past,such projects were carried out to carry out government environmental performance evaluation,but performance evaluation has its own limitations.In order to carry out audit supervision and evaluation guidance on the project of “Greening Guangdong Action”,the government needs to follow the policy guidelines to carry out the government environmental performance audit for this project.Therefore,it is an urgent problem to carry out the "Green Guangdong Action" government environmental performance audit research,prepared to do research.This problem is the starting point and the foothold of this research.In view of this problem,combined with the author had the honor to participate in the H City in 2015,“Greening Guangdong Action” environmental performance evaluation project experience,so the selection of “Greening Guangdong Action” in the representative and familiar H City “Greening Guangdong Action” project as a case study.Through the comprehensive study of the whole project,the concrete research on the general problem of rooting,and then the in-depth study on the specific problems,from the whole to the local H city "green Guangdong action" government environmental performance audit level analysis.Which is intended to provide recommendations for the implementation of the "Green Guangdong Action" government environmental performance audit project to be implemented by H City.In addition,the purpose of this study is not to provide a complete theoretical framework for the government environmental performance audit,but to H City "Green Guangdong Action" that the government-led environmental projects as the starting point,from the audit elements,audit methods,The three aspects of the indicators of H City,"Green Guangdong Action" government environmental performance audit project to conduct a comprehensive and comprehensive study and analysis;to uncontrollable common and control of their own two dimensions of the problem of H City at the present stage of the implementation of "Green Guangdong Action".Government environmental performance audit may face the issue of universality of the specific aspects of the study to solve.On the basis of these studies,according to the analysis of its unique characteristics,it will put forward feasible suggestions for the implementation of the "Green Guangdong Action" government environmental performance audit project to be implemented by H City.Finally,the work that is willing to do can contribute to the study of government environmental performance audits.
