The Influence Of Number Portability Policy On Strategies Of Competive Telecommunications Operators

Economic and technical characteristics of the telecommunications industry based on the rapid development of telecommunications industry,and the telecommunications industry in the early development of countries in the world have taken a monopoly mode.With the further development of the telecommunications industry,in order to eliminate the industry monopoly which can lead to high tariff level and low level of service,the world telecommunications industry began to enter from monopoly to the era of competition.As the degree of competition in telecommunication market is gradually opening,the Number Portability Policy became a way to improve competition in telecommunication market so that the user can choose the telecommunications service providers,convenient replacement telecommunications.Users between different telecom operators and telecom operators in the replacement can be removed when the switching cost was caused by the cost of changing number.The Chinese telecom industry in November 2010 officially launched the Number Portability Policy,and the policy of telecommunication operation business competition strategy is changed.This will also affect whether the policy can achieve the goal that can support the development of telecom operators,keep different telecom operators in balance and create an effective kind of competition in the telecommunications market pattern.Based on the background of Number Portability Policy implementation under the new competitive environment for China Telecom,this paper combined with the economic characteristics of the telecommunication industry with the analysis of the construction of influence of Number Portability Policy on Competitive Strategies of telecom operators in the game model.In the analysis of price strategy behavior that in the Number Portability Policy,regardless of whether the telecom operators and consumers can be expected to correct the implementation of Number Portability Policy,the telecom operators in the pricing cannot use discrimination pricing on consumer switching cost,this will be conducive to improve the social welfare.In the analysis of collusion in the Number Portability Policy,as the switching cost decrease,the critical value between the telecom operators to maintain collusion will rise,the collusion between telecom operators will become more difficult,and the effect of the policy with the telecom product differentiation to expand will be weaken,enhanced with switching cost to reduce the rate of increasing.Through the research on the competitive strategy of telecom operators,we can see that the implementation of the Number Portability Policy can reach the expectation of promoting the effective competition in the telecommunication market.In the implementation of the Number Portability Policy in our country at present in the process,the society lacks of publicity to the policy of telecom operators,limiting users to change the operators and lacking of supervision hinder the effective implementation of the Number Portability Policy.Referring to some typical countries and regions will achieve good results such as increasing publicity of carrying out the number portability policy,making a perfect consultation mechanism,improving the ability of supervising the Chinese Number Portability Policy,refining the responsibility system of Chinese Number Portability Policy and accelerating the telecommunications legislation.Finally,we hope that this paper will bring industry Chinese telecom transfer network supervision a reference,promote effective competition in the telecommunications industry,and effectively stabilize the implementation in this country.
