Discussion On Modern Agricultural Financing Model From The Perspective Of Inclusive Finance

For thousands of years,China has always been a big agricultural country.Agriculture plays a significant role in China's national economic system.The issues concerning agriculture,the countryside,and farmers are crucial problems in maintaining the overall situation of national development,overcoming the current difficulties of development,accomplishing the tasks of the thirteenth Five-year Plan and finishing building a moderately prosperous society in all respects.Facing the urgency of solving the issues,the government in the first place needs to solve the issues concerning agriculture.And developing modern agriculture is the top priority in solving agricultural problems.Even though there is great potential in developing modern agriculture,the development of modern agriculture must be supported by finance.Financial institutions are unwilling to offer loans or merely offer a small amount of loans to farmers due to specific attributes of agriculture.This phenomenon is common,which results financing gap for agricultural production.Therefore,it is of great significance to analyze systematically the current situation of the financing of the modern agriculture in Chengdu Municipality and further research the patterns of financing of modern agriculture.By using literature review method to explore inclusive finance and modern agricultural study,the thesis describes the concept,feature,development and future trend of inclusive finance and modern agricultural,as well as analyzes the connection between them.We have visited five counties(Shuangliu,Pixian,Longquan,Xindu,Wenjiang)which showed great development momentum to gain the true statistics of financial supply and demand.Then,we concluded the fund-raising situation of modern agriculture in Chengdu.Finally,we found that there are three effective means----government invest,private lending and support of financial institutions to raise money for peasants,and among them,financial institutions plays the leading role.Meanwhile,through analysis,we found that the main problems in modern agriculture fund-raising are weakness of policy finance support and commercial bank,flawed rural financial system and agency serving system,etc.To effectively reducethe difficulties in agriculture fund-raising,we can expand government resources,combine it with internet finance,increase means of fund-raising,and improve the financial service system to break the dilemma of agriculture fund-raising.Under the background of Inclusive Finance,author proposes some suggestions forfund-raising mode of modern agriculture,such as improving the fund-raising system of modern agriculture,strengthening the construction of agricultural fund-raising platform,and paying attention to the cultivation of Inclusive Financial Talents.Offering sufficient funds is one of the core elements in developing modern agriculture.The establishment of an improved financial system in rural areas is an important support for Chengdu Municipality to develop modern agriculture.Though analyses of the financing patterns of the modern agriculture in Chengdu Municipality and the conclusion of the experience and lessons drawn from developing the modern agriculture,the thesis can provide some beneficial lessons for improving the financing system of modern agriculture of Chengdu Municipality so as to promote the further development of the modern agriculture of Chengdu Municipality.
