HYHT enterprise is a large state-owned manufacturing enterprises established in 2013.The construction period of building the foundation has been completed.Since the beginning of manufacture sales of the high-end titanium alloy products in 2015,inventory and accounts receivable have gradually become important issues affecting the enterprise cash flows.Currently the total amount has exceeded the budget at the beginning of the year,and the ratio of the two accounts divided by the current assets is approaching the highest rate of the upper limit of state-owned enterprises SASAC issued.In the fact of constantly changing economic conditions and the pressure of economy going down,it has become a critical problem for enterprise to control the risk of the two accounts and sustain the value.This thesis analyzes the internal risk control system for these two accounts and summarizes major issues,including: inconsistencies and mismatch of the internal management system with company's existing situation,organization issues,the failure to separate responsibilities and the lack of key control points.Through analysis of the existing problems and the basic theory of“comprehensive risk management guidelines for state-owned companies”,this article puts forth strategies and recommendations,including establishing independent accounts receivable and credit management departments,constructing a sound credit rating system,systematically examining accounts receivable internal management processes and clear management responsibilities and departments and departments responsibilities,combing the inventory management process and clarifying the key point of control into the inventory information management system to improve management efficiency and so on.
