Research On Network Operation And Maintenance Cost Control Of China Unicom From The Perspective Of Internal Control

With the progress of science and technology development,the electronic communications industry also show the increasingly heated competition,especially with 4 G product launch,Under such fierce competition,want to stand out in the industry,effective cost control network operations gradually into a magic weapon for winning the telecom enterprises.High cost of network operations hinders the profitability of enterprises,at the same time will reduce the enterprise's core competitiveness.So how to control network operational cost effectively,China Unicom and even the entire telecommunications industry is become more and more concern.This article is based on China Unicom,for example,to analyze how to improve the network of China Unicom operational cost of internal control,for the purpose of analysis in the data and information in recent years,China Unicom's network problems of operational costs,and find out these problems,obstruct the cause of the network operational cost reduction.In this paper,from the five elements of internal control aspects,respectively,puts forward the perfection of the China Unicom network operational cost control mechanism.Include,from the perspective of the internal environment,advocate the allocation of functions and responsibilities,the optimal allocation of human resources,and establish a cohesive corporate culture environment aspects are proposed;From the risk prevention and control of the starting point,the emphasis on risk prevention and control,the most important thing is to improve the risk prevention and risk assessment system;Emphatically pointed out based on the network operational cost effective control,budget control is a necessary means;Redesigned the convey information and communication mechanism,perfect the information in the mechanism of the design of the communication channels,in addition to the Suggestions on how to better communicate with employees;Finally,from the Angle of establishing internal audit system,put forward how to strengthen the internal control of the China Unicom network operations costs.
