In the rapid development of economic globalization today,the traditional government management model showing the old backward management concept,management methods,management inefficiency,difficult to adapt to the needs of the current economic and social development,government management is faced with severe challenges.The government management innovation is our country government leadership collective vision,to adapt to changes in social development,promote economic and social development is an important reform measures,and is the inevitable requirement of promote the development of China's political system reform.Performance management is one of the important measures,the government management innovation is to change the current government management model of a system engineering.The tax authorities for the important economic function of government,improve the level of the performance management is a far-reaching influence on the promotion of the government management.Grass-roots tax department as a whole at the bottom of the pyramid of tax department performance management system,is the key to the implementation of the performance management system construction,strengthen the performance management work is also about the tax department performance management can be upgraded and the basis of constant innovation project.Therefore,to explore the optimization index system of grass-roots tax department performance management is an important goal of grass-roots tax department management.This study firstly illustrates the related concepts of performance management and the main content of the balanced scorecard theory,analyzes the grass-roots tax department performance management the necessity and feasibility of the application of the balanced scorecard tool.Secondly,analyzed the zhaoyuan local taxation bureau of the current situation and the existing index system of performance management to run the main defects;On this basis,based on the balanced scorecard tool of zhaoyuan city land optimization design was carried out on the index system of performance management,puts forward a applicable to the grass-roots tax department,and management of comprehensive indices strong maneuverability,index system of performance management.The main innovation point of this study was to develop a multidimensional performance evaluation standard,changed the past land tax department performance management focus on the tax only and ignore tax costs and team construction,and other aspects of the lack of performance management,improve the overall performance management index of zhaoyuan city tax bureau guidance performance management work.At the same time,the previous application field of the balanced scorecard theory is mainly the corporate sector,this research on its application in the field of public sectorexploratory attempt research to broaden the application fields of the balanced scorecard tool,enrich the theory of performance management of the tax authorities,for raising the level of performance management in our country grass-roots tax department,and the modern management level has a positive role in tax.
