Taxi is an important component of the contemporary transportation system.With the development of the economy and the prosperity of the people,ordinary people have a higher demand for travel.With its comfortable,convenient and fast,the taxi has become the choice of public transportation.tool.In this context,Xi'an people often complain about the weather in a special taxi is difficult,the taxi master "refuse to load" a serious problem and so on.Xi'an municipal government departments have made a lot of efforts to increase law enforcement,reform of the existing taxi management policy,but the management of the city of Xi'an taxis on the "market access control unreasonable";tariff regulation of government also exist Some defects,lack of flexibility,can not adapt to changes in the taxi market;"insufficient supply of quantitative control" led to a taxi difficult,black car market flooding.From the perspective of public management,this paper analyzes the status quo of Xi'an taxi policy and analyzes the problems of market access,tariff regulation and quantity control in the light of the basic knowledge theory of public administration.Secondly,through the development of domestic and international taxi industry management experience,learn from the existing management review,the macro environment analysis and the development of Xi'an,the positioning of the taxi industry and other aspects.Finally,according to the experience of reference and the existing policy management standard,the author put forward the following innovative policies:(1)Taxi market's "market access" democratization,liberalization and fairness,taxi license can be relatively free to enter the market,But also by the market demand and self-regulation.(2)to develop a diversified "tariff" system,a variety of backup programs by the government management,taxi companies,taxi drivers and passengers to negotiate a specific program.To a certain extent,stimulate the competitiveness of the taxi market.Through market research,taxi companies,taxi drivers and taxi passengers from the vital interests of the pros and cons,to develop the best taxi tariff program.(3)"Taxi number" for regional management,the number of taxi may not be directly controlled by the Government,by a number of small areas of separate management control.
