Research On The Reform Of Local Food Safety Supervision System

The safety of food involves the dietary safety and the existence and development of human kinds,but also a measure of a country's comprehensive level of governance and legal construction standards.Throughout the world today,food safety accident occurs frequently,which has aroused extensive attention.Faced with this,governments all focus on the food safety,which has been risen to a national strategy height;they strengthen governmental supervision of food safety by using all kinds of measures,fully show the determination to solve the problem of food safety.In recent years,our country security situation is unoptimistic,annual nationwide have outbreaks of many food safety accidents,such as “drainage oil incident”,“tainted steamed buns incident”,“poisonous bean sprouts incident”,which conflicts brought out bad influence.Not only make large economic loss,the credibility of the government has also been faced an unprecedented challenges.These events fully exposed the local food safety supervision system in the existence of various drawbacks,reform is imperative.In the Third Plenary Session of the 18 th,it clearly put forward the overall goal of reforming the food safety supervision system and implementing unified supervision,and the first from the national level to complete the integration of functions.Local governments have initiated the reform program or had taken the corresponding measures.In this situation,how to establish and develop the local food safety regulatory system which is corresponding with demands,enhance the comprehensive management capacity,improve the food security situation thoroughly,that needs our immediate study.The paper includes six parts: The first part is a brief introduction that discusses the background and significance of the subject,simply expound the research content,methods and purposes with the views and experiences of the domestic and foreign experts and scholars.The second part is the theoretical part.It is a systematically overview of the concept of food safety dependence and this study of theoretical basis.The third part takes Beilun district as an example to analyze the present situation of the local food safety supervision system reform,the results and the limitations.Through comparative analysis,the fourth part gets related inspiration,which takes advanced supervision idea in some developed countries and structural reform in most major cities in China as control.The fifth part makes suggestions as to how to further the local food safety supervision system reform on four aspects,which consists of improving and perfecting the legal system and food safety standard system,consolidating and strengthening supervision,improving the supporting system,building the fine co-governance atmosphere.The sixth part makes a brief summary of the full text.
