Research On The Performance Evaluation Of Local Government Public Finance Expenditure

With the development of socialist market economy,the role of fiscal expenditure is more and more obvious.The government has made effective fiscal measures to stimulate the vitality of the market and promote economic development.With the continuous expansion of the scale of fiscal expenditure in China,public finance expenditure has become a hot topic.As a result,the performance evaluation of public expenditure has aroused wide concern.The content of public finance expenditure is diverse,which makes the diversification of research object of financial expenditure performance evaluation.Because education can improve personnel training,into the social harmony and stability,promoting the economic development.Therefore,the paper choose the financial education expenditure as the research object,and evaluates the financial education expenditure of He Bei Province.This paper mainly elaborates and analyzes the performance evaluation of financial education expenditure from two parts:theoretical and empirical.The first three chapters are the theoretical part.Focus on public expenditure,research background and research status of performance evaluation of public finance expenditure.As well as the construction theory of local government performance evaluation index system.Determine the index weight and comprehensive scoring method of performance evaluation.The fourth and the fifth chapter are the empirical-analysis part.Based on the previous three chapters theory,this paper discusses the structural design and evaluation procedure of the performance evaluation index system of financial education expenditure.In order to construct the performance evaluation index system of fiscal education expenditure,the evaluation indexes are selected from three aspects: background,input,output and outcome.At the same time,using the correlation analysis,the principal component analysis and the comprehensive index scoring method to evaluate the comprehensive performance,classification performance of economy,efficiency and effectiveness of fiscal expenditure in He Bei Province.At last,reach the conclusion and put forwardsuggestions.
