With the development of economic environment at home and abroad,the competition of whole value chain has become a new feature.For the construction enterprises,engineering material procurement management is an important problem.With the increasingly stimulation of the industry project competition,the cost control of engineering construction enterprises is very critical,in which engineering material management,especially the bulk material purchase,becomes a key activity.ZPM engineering materials co.,ltd.is a collection of procurement,supply,trade,logistics,processing and distribution,bidding agent,financing services for the supply of engineering materials centralized procurement operators.At present,ZPM company is combining the construction of the group control system of China railway group in Beijing,to promote the management optimization of engineering materials procurement business,strengthen cost and quality control,and realize benefit promotion.Based on the research status of engineering materials procurement at home and abroad,this paper fully analyzes the necessity of engineering material procurement management optimization of ZPM company,and conducts specific procurement problems,causes analysis and countermeasures research.Combined with the purchasing performance evaluation results of ZPM company,the necessity of purchasing management optimization of ZPM company is understood,and the problems and causes analysis of procurement management is finished.This paper analyzes the problems in purchasing demand management,planning management,organizational management,implementation management and performance management,and also does a deep reason analysis of the specific problems.The procurement management optimization scheme is put forward: first,focus on the project materials procurement,optimize the demand review process and strengthen the professional training of personnel;Second,strengthen the procurement planning process,specialization and planned communication,change management.Third,deepen the centralized purchase model,and optimize the company's purchasing platform and organizational structure construction,optimize process system and responsibility system.Fourth,optimize the purchasing core process,strengthen the systematic price management and establish the whole process quality management system,strengthen the systematization of supply management.Fifth,establish the three-level performance evaluation system,based on the process to refine key performance indicators,and strengthen the evaluation of the collaboration of departments.The research result in this paper will effectively improve the purchasing business operation and management of ZPM company,improve the procurement performance,and can help the cost control,quality management and delivery response,inventory control and other work.
