Research On Performance Evaluation Of Public Service Platform For Small And Medium Enterprises In Guangdong

The specialized town is a kind of cluster economic model developed in Guangdong in the late 1980 s and early 1990 s.It is based on the town area as the basic unit,which with the leading traditional industry,the low technical level,the professional market division and the industrial chain of the same kind or upstream and downstream products.In the long historical process,the professional town's business model has gradually changed from small workshops to the small and medium enterprises with formal organization system,which increasingly become the main force of economic development in Guangdong Province.Of which,public service platform of small and medium enterprises in Guangdong Province plays a very important role in the specialized town of economic development process,and also in the development of small and medium-sized micro-enterprises.In 2012,Guangdong Province promulgated the Opinions on Accelerating the Construction of Small and Medium-sized Enterprise Service Platforms in Specialized Towns.In this paper,the public service platform of small and medium-sized enterprises in Guangdong Province is divided into nine categories,government promoted the establishment of a diversified public service platform,and then released the guide of platform' declaring and special funds' management.Since 2013,the provincial government departments began to encourage the creation of collaborative innovation platform,of which service content and service objects have been extended than before,in fact,it's an upgrade version of small and medium micro-enterprise public service platform.Therefore,the small and medium-sized enterprise service platform in this paper is not out of the policy development trend,its performance evaluation still has the promotion significance.Under the guidance of policy,the quantity of service platform increases sharply,but the quality is very different.In order to improve the efficiency of resource allocation and standardize the service management process of the platform,it is necessary to formulate a unified assessment standard.Service platform types are numerous,if designing separately is not only very difficult,but also do not have comparison.In this paper,nine categories of service platforms are classified into three broad categories(pure public,semi-public and nonprofit),and a comprehensive index system is designed based on the government perspective.The different types of service platforms can be appropriately increased and decreased heterogeneous indicators.This index system sets resource allocation,management level,social benefits and economic benefits as the level 1 indicators.Based on the input-output theory,this paper uses the stochastic frontier analysis(SFA)and Metafrontier to assess effectiveness.In view of the fact that the two methods are used to study the efficiency of enterprises,industry or regional technical efficiency in previous studies,the total input and output indicators are few and are quantitative,the absolute value is not the relative value.Therefore,this article uses the quantitative index in the initial index system and combines the other quantitative indexes in the relevant data,through the performance evaluation and index system optimization,and determine the final evaluation index system.The biggest goal of this paper is to design a set of index system,data simulating,performance evaluating and index optimization are all to verify the feasibility of the index system.It should be noted that the data service platform is generated by simulating based on the scattered sample points in random,and does not correspond to the entity,so the performance evaluation results can only be used as an auxiliary analysis,and can not provide the solutions of targeted problems for anyone.The following recommendations and policy recommendations mainly focus on the whole research process and the current situation.The results show that the technical level of the platform is semipublic <pure public <non-public;although the average level is different,but in each type of platform technology is close to 1,and technical efficiency also close to 0;although the screening process is very strict,but the final result of the index system is quite reasonable.Therefore,the use of this performance evaluation system is feasible.
