Universal opulence is the essence of socialism,the goal of the communist party of Chinese people as well as the important connotation of the “China dream”.Since China's reform and opening-up polices for more than 30 years,when passing the high-speed growth of national economy,how to narrow the gap between rich and poor,how to realize the goal of universal opulence have become a current problem urgently to be solved in the sustainable development of Chinese society.This paper tries to establish the cities hierarchy and evolutionary theory model directed by labor division economics theory created by professor Xiaokai Yang,concludes that because of the increasing about labor division and specialization in production and trading leading to the improvement of regional trading efficiency,secondary medium-sized cities(prefecture)begin to evolves from monopole city set among dual urban-rural structure,which is conducive to narrow the income gap among residents and realize universal opulence.In particular,every city level of the whole city hierarchy system distribution zones are highly specialized in producing the similar industry within its own city level,while the key factors for the whole city system dividing into several levels are the differences about the marginal benefit of city industry and the bearing ability of transaction costs.As a further evolution about division of labor and specialization,the city hierarchy system conforming to the space Pareto optimal resource distribution efficiency eventually forms,per capital output increases at this time and the income gap within residents becomes minimum as well as tending to zero.Based on theoretical analysis,this paper then uses the econometric methods of cross-section regression,firstly tests the city data in China according to Zipf 's Law.We find that China's urban size distribution does not meet the optimal city size distribution likes pyramid form,but presents the hourglass pattern distribution system that seems to be big in head while small in both ends.Then begin with econometric analysis again,at the basis of taking the real per capital GDP as core controlling variable,the paper thinks that there is some intrinsic causal relationship between the hourglass type city hierarchy distribution system and China's current longtime high income gap within residents.The greater the large and super-large city population size becomes,the bigger the corresponding income gap within residents may be.As for this,the corresponding policy focus should develop prefecture-level cities to narrow the income gap between the rich and poor.Lastly,we think if China want to establish a whole reasonable city hierarchy distribution system,the government should strive to improve thetransaction efficiency among cities between layers and internal cities,while the promoting about transaction efficiency depends on the complementary regulation between market and government.As for this aspect,this paper puts forward several corresponding political recommendations.
