Research On Government Balance Sheet Based On Local Government Debt

In recent years,with the further implementation of China's active fiscal policy,the overall size of government debt has risen rapidly.Europe's sovereign debt crisis shocked the world,government debt risk can not be ignored,especially local government debt problems,we should pay attention to the size of local government debt,which is the basis for prevention and monitoring of debt risk.At the same time,the Chinese local government also has huge assets,but the lack of scientific and complete reflection and management of these assets accounting methods.How much wealth the government has accumulated and how large the size of the debt is,whether it will have a debt crisis,and whether it is in the event of a crisis,and so on.The answers to these questions can be found in the balance sheet.As a tool for analysis and evaluation,the role of the balance sheet in government asset debt management can not be ignored.Thus,for the local government,the balance sheet can reflect the local government-related data stock information,reflecting its financial situation and whether the ability to pay off the debt,making the government more concerned about its increased assets of the quality,rather than just concerned about the budget accounting revenue and other financial information.This paper expounds the necessity of constructing the 's balance sheet from the perspective of local government debt,explores the preparation method of the local government's balance sheet by referring to the relevant theory and international experience,and then tries to analyze the local government's assets and liabilities based on the existing data,and the preparation of China's 2007-2015 local government balance sheet.This paper is based on the government balance sheet of this function,through the application of local government balance sheet analysis,analysis of China's local government debt risk,and based on this,the local government management policy recommendations,one is to speed up the preparation of government balance sheet,the second is the balance sheet into the local government debt management system.
