Research On Implementation Of Affordable Housing Policy In China On The Perspective Of Intergovernmental Interests Game

With the rapid development of Chinese economy and the acceleration of urbanization process,the urbanization has been continuously improved in our country,meanwhile,more and more people flow into modern city.“People take food as first need,regard land as live,and only live in peace can they work happily”,this traditional culture ideology makes people have a persistent pursuit of owing a house.People's huge demand for housing promotes China's housing prices,rising rapidly.The disparity between housing supply and demand is intensive.Most medium low income families in cities can only hope for a house helplessly.Therefore,possessing a house in the city where you live and work is often regarded as the settlement of life.The construction of social housing in China is based on the background above,and is put on the government agenda.On the basis of summarizing the relevant documents of the government intervention in the social housing policy and combined with the general theory of economics,this paper studied the specific interest game between the central government and the local government and the local government on the implementation of China's social housing policy under its construction from the perspective of-Intergovernmental Interests Game.In order to ensure national security and stability,the central government has made macro adjustments and controls on the real estate industry and controlled the excessive growth of housing prices,which has a negative impact on the local economic growth,which is mainly dependent on the real estate industry.The process of urbanization will prompt large number of people to enter the city,which makes the contradiction between housing supply and demand become prominent,and which intensifies the contradiction between the central government and local government.In the basis of summarizing the results of previous research,this thesis found there were some problems on the implement of social housing policy in China,such as the indemnificatory housing system imperfect,the motivation of central government for local government insufficient,and the supervision for implementing social housing inadequate.In order to ensure the implementation of China's social housing policy and alleviate the contradiction between supply and demand of social housing effectively,following measures should be taken: on the ideological level,the central and local government's awareness of the value of the social housing should been deepened;In terms of the coordination of interests,the interests of local governments should been considered fully,and a more reasonable mechanism of coordination of interests should been constructed;In terms of protecting regulatory policy of social housing,a more comprehensive,standardized and reasonable system should been explored,and the laws and regulations should been improved and the rules of game been consummated.
