| In order to realize the sustainable development of economy,the Eighteenth Party Congress proposes the innovation-driven development strategy,it emphasis on relying on scientific and technological innovation to realize social productivity and to increase comprehensive national strength.lt will become a top priority to promote the regional coordinated development,to activate the regional innovation system,to improve the regional innovation competition vitality,and to accelerate the transformation and upgrading of regional industry.As a major economic province in China,Jiangsu's economy is staying at the stage of innovation driving transformation and upgrading of industry,It will be strong representative for others to study the current situation and connects of the industrial transformation based on the innovation of Jiangsu which also with the oretical guidance and practical significance.This paper firstly uses different indexes to research current situation and the evolution of innovation elements and industrial transformation and upgrading in diffirent regions of jiangsu province with the relevant theories and methods of the previous generation,which based on the statistics of the 2008-2015 in jiangsu province,and uses the advanced industrial structure coefficient to measure direction of industry transformation and upgrading.As a result the article quantitatively analyze the influence between the regional innovation elements and the industry transformation and upgrading of each district cities in jiangsu province based on the coupling model and the grey correlation model.The study found:(1)In 2015,the innovation element level in the area of jiangsu province showed a trend of decreasing from the south to the north,and during 2008 to 2015 the overall innovation elements in jiangsu province has a rise,and the most significant influence on innovation output include R&D input level,higher education talent proportion and informationization level.(2)In 2015,the level of industry transformation and upgrading of jiangsu province in the same descending from the south to the north area,and during 2008 to 2015 the industrial transformation and upgrading of jiangsu province continuously improve,the direction of the industry transformation is offset to the third industry,and the industry transformation speed experience the evolution of the first increase after decreases and then increases.(3)during 2008 to 2015 the coupling level is still in the stage of antagonism between innovation elements system and industrial transformation and upgrading system in jiangsu province,and the coordination degree reached primary coordination from mild imbalance.At the same time the financialization of degree index of the environment element in innovation elements has a greatest impact on industrial transformation and upgrading.Hence the innovative environment element should be the focus of the development of innovation driving industry transformation and upgrading.Based on the above analysis,this paper puts forward:(1)We shuould continue to optimize the environment for innovation,simplify administrative procedures,increase financial support,increase venture capital and strengthen informationization.(2)We should continue to increase investment in innovation,expand spending on research,expand the spending on talents,and pay for education.(3)Enhance the level of independent research and development,constantly improve the system of independent research and development for research and development institutions,and increase scientific and technological inventions staff rewards recognition and protection of knowledge.(4)Increase the industrial cluster effect,format startup hubs of regional characteristics,activate enterprise innovation,implementing the resources sharing learning knowledge,and build internationally competitive regional brand. |
