China is actively promoting the construction of new urbanization.The acceleration of the urbanization process and the increase in urban population will inevitably lead to huge needs of infrastructure construction and public service.There is hugh financing need for urbanization and infrastructure investment.The governments' land-depedent finance in traditional model is unsustainable,and there are disacdvantages such as the blurred government boundary,the higher scale of debt and the lower supply efficiency of public goods.The introduction of Public Private Partnership(PPP)model is conducive to alleviate the pressure of local government debt and reduce systemic risk.Meanwhile PPP corresponds to the budget reform and local debt reform.PPP is usually used in infrastructure construction and public service projects,which have the characteristics of societity,complexity,large-scale and uncertain.During the process of planning,construction and operation,those PPP projects may lead to major social events which bring social risks that may seriously threaten the implemention of PPP projects and social stability.PPP develops rapidly since 2014 in China.Many scholars and experts have focused on risk identification,risk assessment and risk sharing of PPP projects,but systemic researches about PPP social risk governance are still lacked.Thus specific social risk of PPP projects,social risk governance path and governance measures are still in a mess.Therefore,this study will focus on social risk and systematically research risk governance of PPP projects,from the perspective of stakeholders,with the method of computational experiment based on Agent and system dynamic.The paper firstly summarizes the shortcomings and trends of PPP projects risk,social risk and risk governance in previoue researches through literature review.Then it clarifies the research objectives and contents of the paper and chooses appropriate research methods.Secondly,the definition of PPP social risk in this paper is defined by literature analysis.Then it puts forward the theoretical path of social risk formation process of PPP project and the corresponding governance model for each phase of the project by summarizing the development process and inherent meaning of risk society theory and cooperative governance theory.The stakeholders' theory and its evolution path are reviewed to define the characteristics of the stakeholders.Then PPP project stage is divided based on milestone events.and the interaction of different stakeholders in the project environment at different stages of PPP project is analyzed to identify the possible social risks.Measure sets for social risk of PPP projects are put forward based on proposed social risk governance path.Finally,influencing factors of public risk perception are determined based on risk cognition theory.After determining the type of public behavior of decision-making and the path of public decision-making change,this paper builds systematic models of public risk perception and perceived weakening of the measurement model and PPP social risk governance simulation platform has been built.Questionnaire survey is conducted to get data to verify the feasibility of the model proposed and explore the influencing factors that effect social risk governance of PPP projects.Risk governance theory and computational experiments are combined in this paper to put forward the theoretical path of social risk governance of PPP project,which clarifies the process of social risk and the corresponding social risk management model.Meanwhile,this paper fully identifies the social risks that may arise in the whole process of PPP project and concrete measures are put forward.The computational experiment model of social risk governance of PPP project is constructed to quantitatively study the implementation effect of each treatment measure to determine the best governance measures.
