Since the reform and opening to the outside world in 1978,the achievements of agricultural development in China are outstanding.But in the rapid development of agriculture behind some of the more serious problems are gradually emerging:resource shortage,environmental quality decline,soil degradation and so on..China has made clear that agricultural development is a resource-saving and environment-friendly way,reducing the waste of resources and environmental pollution caused by agricultural production under the basis of fundamental status of agriculture and development speed of agriculture.But in the previous study of agricultural total factor productivity in the literature,the process of determining the total factor productivity of agriculture is mainly concerned with the agricultural development brought by the input of factors,less attention to environmental pollution and other by-product output,failed to waste of resources and pollution emissions to conduct a comprehensive evaluation.Therefore,this paper attempts to analyze the characteristics of agricultural green total factor productivity and its influencing factors on the basis of resource input and environmental pollution,with a view to China’s agricultural efficiency of the objective evaluation and sustainable development of agriculture to provide technical support to promote China’s agricultural modernization process of resources,environment and the coordinated development of the three.Firstly,based on the Metafrontier-ML model,the common frontier of agricultural green total factor productivity in China from 2003 to 2015 was constructed,and 31provinces and cities in China were divided into six groups.The agriculture of each region was measured under the condition of variable scale pay Green Total Factor Productivity.On this basis,in order to further analyze the degree of deviation of agricultural efficiency in each region,calculate the technical gap ratio(TGR)and analyse the trend of change in each region.Secondly,from the perspective of global spatial autocorrelation Moran’I index and Greay’C index,the spatial characteristics of agricultural green total factor productivity and the difference of spatial agglomeration in each region are analyzed.In order to explore the basic characteristics of agricultural green total factor productivity,this paper examines theσconvergence,absoluteβconvergence,and the conditionβconvergence which tends to the steady state path of the agricultural green total factor productivity in each region.Lastly,the spatial dynamic analysis of the factors affecting the total green productivity of agriculture was carried out by using the spatial dynamic Dobin model,taking the local financial freedom degree,the environmental regulation,the regional industrial structure,the investment open degree,the research and development intensity and the population condition as the control variables and calculating space efficiency.Through the empirical analysis,the following main conclusions are drawn:(1)in terms of the technical gap ratio TGR of each region,the average gap ratio of agricultural production efficiency in China is 0.602,this gap shows an increasing trend,also the difference of the agricultural production efficiency is more and more obvious.(2)The MML index,MEC index and MTC index of 31 provinces and cities in China have passed the significant test,which means there exits global spatial autocorrelation;in theσconvergence analysis,it can be seen that the total green factor productivity of agriculture in China is increasing from 2004 to 2015,and there is absoluteβconvergence and conditionβconvergence in China’s agricultural green total factor productivity.(3)In the estimation of the variable lag one period,only TCi,t-1 is significant at 1%level and the estimated coefficient is negative,the last period green agricultural total factor productivity does not have a positive effect on the current TFP;in the space effect,the coefficient of total factor productivity and its decomposition term in the adjacent region is estimated to be positive.The coefficient of TFP and its decomposition term in the adjacent region is estimated to be negative;environmental regulation,fiscal decentralization,industrial structure and research expenditure can promote the green total factor productivity,the role of population density is negative and foreign direct investment has no effect.According to the conclusions of the study to promote agricultural green total factor productivity,this paper proposes the following policy recommendations:(1)strengthen the regional cooperation of agricultural green development.(2)change the way of agricultural subsidies.(3)attachimportancetoresearchandpromotionofagricultural technology.(4)establish and improve the pollution supervision system. |
