Research On The Market-oriented Reform Of The Service Of Guangxi Inspection And Quarantine

In China,the daily legal function of CIQ is awarded according to the national power to carry on the inspection and quarantine work on the frontier of the quality of the goods,quantity,weight,packaging,safety,hygiene,and shipping terms,and other inspection appraisal and to involve people,animals,plants,plant diseases and insect pests,the outbreak of infectious diseases and so on.From "SanJianHeYi"(the reform of Commodity Inspection and Testing Bureau,Animal and Plant Quarantine Bureau,Health Quarantine Bureau jointing together as present CIQ)in 1999,Guangxi entry-exit inspection and quarantine bureau and its subordinate to the branches perform very well their own functions in promoting development of import and export trade,protecting the ecological environment in Guangxi from invasive species,safeguarding the people away from the exotic pests harm.Due to the rapid development of import and export trade in Guangxi,as well as the number of people entering into business,tourism,investigation,and exchange study climbing year by year,service mode,service concept and service method have exposed some disadvantages,and restrict the efficiency of inspection and quarantine work,which has been unable to meet the needs of the situation.This paper adopts two methods:literature method and investigation method.The core of the paper is how to improve the service level and efficiency of Guangxi inspection and quarantine institution through marketization.The first part is to introduce the general situation of inspection and quarantine development,which mainly elaborates the functions of CIQ,the development history,the concept of inspection and quarantine service,the legal basis and the main problems of CIQ service.Then carry out the analysis of the causes of problems existed in Guangxi CIQ.The major reasons are as follows:The service concept is not in place,the service method is not strong,the service mode is backward,technique monopoly of goods'inspection,not enough attention to contact with other foreign service agencies.Next is to improve countermeasures on the marketization reform for inspection and quarantine of Guangxi service,mainly including accelerating service concept,service means,service model reform and innovation,introducing and supporting the third party inspection and testing agencies,to reform the system of commodity inspection function by focusing on the inspection to original regulation,practising a system of rotational work,strengthening the contact with other foreign service agencies,and the marketization reform of inspection and quarantine service guarantee measures are put forward.
