| Currently,the assets and liabilities assessment system of wetland resources is weak.And exploring the establishment of natural resources balance sheet is the demand for deepening ecological civilization construction,system innovation and establishing early warning system.This paper firstly introduces the basic theory of natural resources balance sheet,and then investigates the present situation of wetland resources in the Wuzhong district and the wetland protection measures that have been implemented.Next the natural resource balance sheet’s establishment method is explored and the asset debt evaluation system of wetland asset appraisal is established.And it has established wetland assets assessment liabilities method and applied it to the natural value assessment of wetland resources in the Wuzhong District.So the status and variation trend of wetland assets in the wuzhong district during the 12 th Five-Year-Plan period are obtained,which provides the basic technical support for the government to make decisions on ecological protection,resource conservation and sustainable development.Through studies,the following conclusions are obtained in this paper:(1)According to the wetland characteristics of Wuzhong district,accounting system of wetland resources in the Wuzhong district is constructed,including water supply,material production,shipping,leisure tourism,water storage,flood control,water purification,scientific research and maintenance of biological diversity and other indexes.(2)According to the survey data of Wuzhong district’s wetlands,the asset value of wetland resources in 2010,2010,2015 respectively is 11.552 billion,13.557 billion,and 15.752 billion yuan in the Wuzhong district.And the owner’s equity respectively is 7.521 billion,9.475 billion and 10.35 billion yuan.The asset value and the changes of owner’s equity are greater than zero,which indicates that the implementation of wetland conservation brings positive effect on the wetland environment in the Wuzhong district during the “12th Five-Year-Plan” period,such as wetland conservation,collection and treatment of sanitary waste,industrial waste reduction,riverway ecological remediation and other protection measures.(3)The value of material production,shipping,leisure tourism is higher in the Wuzhong District wetlands,but the function value of water purification,scientific research and maintenance of biological diversity is weaker.On the basis of continuing to carry out the existing wetland environmental protection measures,it is recommended to increase the investment in the restoration of ecological functions and the maintenance of biodiversity in the Wuzhong District. |
