Government procurement bidding is a way for the government to buy goods and services,it can also been used as a means of economic macro-control.With more than ten years of development,The scale and impact of our country government procurement bidding become more and more important,so further study the mechanism of our country government procurement bidding is particularly important.Because of the different political system and economic system,the foreign government procurement bidding research is not completely suitable for China's government procurement bidding,especially the particularity of our country government procurement bidding data,which can only be observed in the government procurement bidding's winning price information,this kind of situation hindered the empirical analysis of China's government procurement bidding,however empirical study can contribute to the development and perfection of government procurement bidding theory.Government procurement bidding is the lowest price clinch a deal in the auction,this paper established our country government procurement bidding model under the IP VP environment to study the bidder's cost distribution.On theoretical research,in order to get the bidder's cost distribution function,this paper established our country government procurement bidding model under the independent private values information environment,and calculated the optimal bid by maximizing expected benefits from any bidder.this paper also deduced the bidder's cost distribution function by the bidder's bid.however our country government procurement bidding data is particularity,which can only be observed the deal valence data,so we can't to deduce the bidder's cost distribution function by bidders bid data,so this paper deduced the bidder's cost distribution function by the deal valence data.In empirical analysis,the empirical analysis method of the government procurement of desktop computers is the weighted method of maximum likelihood estimation,which proposed by Donald&Paarcsh(1996).this method joined the discrete covariates in the model to estimate the bidder cost distribution function,the discrete covariates is the heterogeneous information in the sample data.The empirical study estimated the bidder's cost probability density function for the desktop computer,and gave the parameter value of bidder's cost probability density function.so this paper implemented the empirical analysis of government procurement bidding model by desktop computer.
