With the development of economic globalization and telecom industry,the quantity of China overseas project is increasing step by step.The top central enterprises gradually step on the world stage as competitor of Europe's top enterprises.Because of less experience and research on risk management for us,there is the huge risk on the transnational investment.Therefore,the author has done the research on the main risk analysis and management by taking the overseas telecom infrastructure history project as the example.To avoid the risk and achieve the objectives of the project,the results are beneficial to the similar overseas investment projects with providing the basis for decision-making.Also,it helping to improve the level of international project contract management and decision-making.First of all,this paper describes the characteristics of Senegal telecom infrastructure projects,and expounds the current situation and existing problems of the risk management of Huaxia Company.Secondly,according to the new risk management plan,the risk of the project is fully identified.Based on the existing four product line management,the company identified totally 25 risks of 4 categories.Thirdly,based on the qualitative and quantitative analysis,the company identify 15 main risks by risk assessment.And according to the characteristics and factors of these major risks,the control scheme is formulated from various aspects.Finally,through the introduction of a new risk management decision-making solution,the company makes a risk decision before the contract is signed.Some suggestions about effectiveness of risk control plan are put forward in the process of project delivery.This research shows that the project in the formation stage of contract also means risk.80%of the project risks have been identified once the contract is signed.Therefore,using the common sense,experience,and the checklist can identify risk factors as much as possible.Secondly,it is necessary to pay special attention to the business environment risk,including political risk and economic risk,and to adjust risk level in time.This kind of risk occurrence probability is small,but it is essential to the enterprise and the project.It is also necessary to keep good relationship with the Ministry of Commerce and the local embassy business department to avoid the risk.The research results of this paper can also provide reference for the risk problems of domestic counterparts in Senegal.
