Study On Agricultural Machinery Safety Supervision In Zherong County

Agricultural mechanization is self-evident to the development of modern agriculture.On the one hand,due to the combined effects among development of agricultural technology,the improvement of farmers’ living standards,and the decrease of agricultural population,the inventory of agricultural machine is rapidly growing and the operation field is broadening.On the other hand,under the background that government simplifies structure and delegates power,the local agricultural machinery safety supervision agencies(AMSSA)are unable to cope with the pressure,surging due to the limitation of various objective factors;while the research focusing on agricultural machinery safety supervision at the grass-roots level is insufficient,the local government is lack of a targeted and feasible solution.According to the status quo of agricultural machinery management,this paper studies the agricultural machinery safety supervision of Zherong County,in reference to previous research results and case management.Small population,weak economic,complex terrain,and agricultural machinery safety supervision deficiency,the limits from these objective conditions require AMSSA of Zherong County to improve the feasibility and efficiency of policy implementation,basing on the familiarity with basic situation.In this paper,Accident causation theory,safety accident prevention principle and its utilization,humanistic principle are applied as the analysis tools,on the basis of the questionnaire survey carried out among the tractor drivers and the staff working in agricultural machinery safety supervision system,summarizing the present problems existing in the agricultural machinery safety supervision of Zherong County for tractor complex operating environment,the scattered regulatory object,inadequate protection of human resources,and department-coordination difficulties,considering the four aspects including legal ambiguity,unclear division between power and responsibility,the inadequate understanding of regulatory object,lack of policy support,in accordance with the law-based administration principle,the innovation principle,systematization principle,humanistic principle,put forward in strengthening four aspects including personnel construction,revision of the laws and regulations,the form of agricultural machinery safety supervision innovation,socialization model exploration.The execution,advantages and disadvantages of various countermeasures are also analyzed and discussed.
