Study On The Policy Optimization Of Financial Support For Agricultural Supply-side Structural Reform

Since 2004,China's agriculture has been developing rapidly,and the total grain output has been growing in a series of ten.But at the same time in the high-speed growth of grain production and agricultural sector is also rising production costs,the sharpening contradictions between the supply and demand structure of the main agricultural products,agricultural ecological environment pressure,food production and imports and the inventory at the same time,increased difficulties of growth and sustained increase in rural incomes.It has seriously affected China's agricultural transformation and upgrading and long-term sustainable development.Agricultural supply side structural reform is the adjustment of the agricultural economic structure and change the way of development,basic connotation is on the basis of the guarantee food supplies,optimize the supply structure,improve product quality and promote the industrial convergence.Because agriculture is the foundation of the national economy,and it is weak industry and external characteristics of obvious industry.It is the duty for government to support agriculture development,and fiscal policy is the effective tool for the government support the development of agriculture.Since 2004,around the issue of agriculture,the central issued 14 consecutive no.1 files,provides a strong guarantee for the development of agriculture,finance support agriculture policy achieved positive results,but compared with the agricultural supply side structural reform,also has many problems.Its outstanding performance: one is that the fiscal subsidy policy structure is weak,which is unfavorable to the supply-side structural reform;Second,the focus on agricultural finance investment is not prominent enough,and the investment in agricultural technology and education is insufficient.Third,the effect of fiscal support on agriculture is decreasing.Therefore,the fiscal support policy must learn from the international experience and adapt to the requirements of supply-side structural reform to optimize and upgrade.From the international experience,the "precision agriculture","three color revolution" in India and Australia "green agriculture" development model to promote the sustainable development of its agriculture,the finance support agriculture policy finance to the infrastructure construction,promote ecological agriculture industrialization,support thedevelopment of various forms of moderate scale management approach to supply financial support to agriculture in our country with lateral structural reform provides the useful experience.Drawing lessons from international experience,China's agricultural supply side structural reform under the background of financial support agriculture policy optimization must straighten out the relationship between government and market in agricultural development at the same time,give full play to the financial structure guiding role.Specific Suggestions: first,highlight the key points and increase the intensity of financial support,especially agricultural technology and education.The second is to change the agricultural price subsidy to income subsidy,and realize the separation of price and subsidy.The third is to play the guiding role of "adjusting structure" of fiscal support policy.Fourth,we will increase the integration of financial support funds.Fifth,we will strengthen the supervision of financial support funds.
