At present,the world has entered the era of globalization and information technology,and the sustainable development of cities increasingly relies on the intelligent development mode promoted by information technology.Governments around the world have actively proposed the blueprint of building smart cities,and a number of practical cases have emerged.In August 2014,the Eight Ministries and commissions jointly issued a comprehensive guideline on the construction of smart cities,and the construction of smart cities was first incorporated into the new type of urbanization plan in China.In December 2016,the State Council released the "13th five-year" national informatization program and deployed a new smart city construction operation.Shanghai is the leading city of Chinese smart city construction.Shanghai has explicitly put forward the construction of Intelligent life,smart economy,smart governance,smart government affairs,smart landmarks,and through the cooperation with enterprises interaction actively,realize enterprise complementary advantages,especially the government cooperation with telecom operators are the most typical.Difficulties still exist,cooperation,enterprise benefit difference,imperfect system,lack of global consciousness as well as the needs and preferences of inconsistency obstacles,such as path is not clear,lead to cooperation pattern is in groping forward.Based on the theory of cooperative governance,through the analysis of the status quo of enterprise cooperation in Shanghai wisdom city construction,the introduction of the Shanghai municipal government and China mobile communications group Shanghai co.,LTD.(hereinafter referred to as "Shanghai mobile")to build Shanghai’s e-government cloud platform,cooperative development based on Internet of things and the city of big data intelligence applications such as the actual case,shows the wisdom of Shanghai city construction,the bright spot of enterprise cooperation,analyses the existing problems and the reasons.Focus on foreign wisdom city construction,the successful practice of enterprise cooperation,compare countries,etc.,on the construction of government affairs of wisdom to get beneficial experience enlightenment,including the construction of government affairs to become the core driving force,the government and telecom operators have a stable relations of cooperation,open and sharing is very important to people’s perception and advocate the cooperation in the field of public management,etc.Finally,the implementation of Shanghai wisdom city construction,enterprise successful cooperation put forward countermeasures and Suggestions,including should follow the principles,elements and so on,should be the government and enterprises and give the implementation of flexible cooperation mode’s advice,at the same time looking forward to future research direction,in order to resolve the problems in wisdom city construction,and further implement "wisdom city,better life" vision.
