With the reform and opening up,the process of urbanization keeping growing and promoting.The economics increasing fast.Though,it also brings worse and worse environmental problems.In recent years,under the pressure of lack of suitable talents and financial supply,the environmental problems become increasing serious.Meanwhile,the economics in China has been in a new common situation.In that case,it's very important to research and looking into a valid method to protect and restoration ecology in high efficiency and quality.Thus,introducing Public-private-partnership into ecological administration will not only solve the lack of public finance but full use of private departments' advanced management experience as well.Stick together,both public and private,and the vitality of private sector economy stimulates.All in all,the coordination of economic and environment benefit.In this paper,I get through with the investigation to obtain the new hand and detailed data of two sewage treatment plants' PPP mode.Firstly,the concept,definition and characteristics of PPP mode is explained,then different types and different functions of PPP mode are listed.Next,combine the PPP model of ecological governance in China's theory and practice of the development of the context and give out the feasibility and necessity analysis.Through the in-depth analysis of the case study,Summed up the experience of the construction of the sewage treatment plant in Nanjing PPP model and difficulties.At the same time to find the reasons for the plight of public and private partners to explore the difficulties of governance,and finally gives the use of the PPP model of countermeasures and suggestions.
