With the development of the world economy, the global industrial structure has changed from industrial economy to service economy. As an important component of service industry, producer services has become a pillar industry of many western developed countries, and the development of producer services in our country is lagging behind.Although in recent years,China’s producer services has made rapid development, but with the world’s developed countries and regions, there are still some gaps.Yangtze River Delta region as China’s most economically developed areas, the development of producer services is also in the forefront of the country. In the Yangtze River Delta region of the development of producer services in the various factors, the role of human capital has been more and more attention,so how to effectively attract high-end human capital has become the Yangtze River Delta region of productive service industry cluster and development of important issues. Therefore,it is of theoretical and practical significance to study the effect and mechanism of human capital on productive service industry agglomeration in the Yangtze River Delta and guide the development of producer services in the Yangtze River Delta.Based on the study of the theory of human capital and the characteristics of agglomeration of producer services, this paper holds that different types of human capital have different effects and mechanisms on productive service agglomeration. The impact of specialized human capital on the agglomeration of producer services is to agglomerate and enhance the agglomeration of specialized human capital through knowledge spillovers, which will affect the production of productive service industry. The influence of specialized human capital on the agglomeration of productive service industry will be influenced by general human capital. The decision-making of entrepreneurial human capital is highly sensitive to external factors, which will be affected by both positive and negative policies.Any potential profit opportunities in the marketplace may encourage the creation of firms by potential entrepreneurial human capital. And entrepreneurial human capital creation will result in a series of institutional, environmental and policy factors that will support the formation of industrial agglomeration by supporting these newly established firms. After investigating the mechanism of different types of human capital on the agglomeration of producer services, this paper uses the data of the Yangtze River Delta region to quantitatively analyze the impact of human capital on producer services and its sub-industry agglomeration. The empirical results show that the general human capital and professional human capital stock increase will promote the increase of agglomeration degree of producer service industry and its subdivision industry, but the influence of different sub-sectors is different. In the segmentation industry, theincrease of human capital stock has the most obvious influence on financial industry agglomeration degree, followed by scientific research and technical service industry, followed by leasing and business service industry, information transmission, software and information technology service industry,Finally, changes in transportation, warehousing and postal services,ie changes in human capital, have the weakest impact on transportation, warehousing and postal industry agglomeration compared to the other four sub-sectors.The empirical results also show that the degree of agglomeration of producer services in Yangtze River Delta is not balanced, and there are great differences between regions and industries. Finally, based on the combination of theoretical research and empirical analysis, this paper puts forward some policy recommendations on how to improve human capital to agglomeration of productive service industry and to effectively promote the formation and further development of producer service agglomeration in the Yangtze River Delta.
