Research On The Role Of Government In The Progress Of Fuzhou Headquarters Economy

Along with the advancement of economic globalization,China’s economy into a "new normal" period,the economic development form is from extensive growth to quality of speed type size efficiency model of intensive growth,so as to promote the development of headquarters economy in the national.How to realize the effective supply of public products in the economic sphere,exert the aggregation and radiation effect of headquarters economy,driving regional economic and social development,become the government public sector actively explore new topics.This study selected the fuzhou government role in the development of headquarters economy as the research object,from the theoretical perspective of public goods,government should play in the process of inductive headquarters economic development of the role and function,adopt the method of empirical research to study the status of fuzhou city headquarters economy development and problems,analyses the role of the government and the shortage of on how to improve the government put forward the countermeasures and Suggestions.The main research results are as follows:First,the role of the government in the economic development process of the headquarters is diverse,including the planning guide,the policy guide,the factor breeders and the supporting providers.In the face of headquarters economy in different stages of development for the different needs of quasi-public products,the government needs to promote the development of public product supplier diversity,effective integration of enterprises and social capital,improve the level of the supply of public goods and efficiency.Second,the economic development of fuzhou headquarters is growing rapidly and the structure is constantly optimized,but there are still some problems that need to be solved.Firstly,the headquarters enterprise is insufficient,the number of large-scale headquarters enterprises is relatively small and the economic scale of the enterprises is significant difference.Secondly,the industry structure of the headquarters is unbalanced,the traditional industry is bigger than the major and the growth rate is slow,while the modern service industry is relatively small in the high-end segment of the value chain.Third,the development of the building economy lags behind,the spatial distribution is significantly unbalanced,the business infrastructure conditions are uneven,and the vacant area is on the rise.Moreover,the lack of high-end resources has resulted in the outflow of large enterprises in the region.The above mentioned problems show that the economic development of fuzhou city is diverse,diverse,and resource asymmetry,which provides the direction for the improvement of government management in fuzhou.Third,the fuzhou government has played the role of policy support,financial support,planning guidance and supporting support in the economic development of the headquarters.But as a result of fuzhou city government management and service of headquarters economy is still in the exploratory stage,the related policy system run more stable,higher level of aggregate supply of public services,but also has many disadvantages.Firstly,the government’s coordinated development of the headquarters enterprises lacks effective regulation and cannot adapt to the balanced development of all kinds of enterprises.Secondly,the supportive policies are not perfect,and there are limitations in terms of qualification,talent support and supporting services.Thirdly,the relevant supporting functions are not complete,and lack of high-end carrier and service market that meets the needs of the headquarters enterprise;In addition,the advantage of "superposition of five zones" has not been fully released,leading to the failure of some policies to fall to the ground,and the regional comparative advantages of preferential policies are not obvious.Based on this,the author believes that the government should improve the function of public economy,improve the function of public economy and promote the economic development of the headquarters.The recommendations are as follows:①To determine the effective path of the economic development of fuzhou headquarters and improve the efficiency of the headquarters enterprises.Based on existing industrial foundation,fuzhou,combined with the regional economic development advantages,promote the traditional manufacturing industry as a service,the construction of the regional headquarters of the financial industry,cultivating service trade-based headquarters economy,developing green open headquarters and high-tech industries.②We will implement the structural reform of the government’s public services supply side and give play to the radiation effect of the headquarters enterprises.The specific measures include:scientific planning,reasonable positioning of space structure;Improve the policy and improve the efficiency of enterprises.Optimize the service,reduce the concentration cost and strengthen the coupling of industrial development.
