The current rapid development of knowledge economy,is to let getting technology not only become the country competitive advantage in the world and the decision of getting the strong national status.With the strengthening of international relations,more and more intense competition both at home and abroad,we could get the technological progress not only depends on the country's R&D spending,and depends on R&D spillover from other countries in this open economic environment.A large number of enterprises have investing overseas under the encourage of the go out policy,the reason why these enterprises are actively going out,on the one hand is to seek and occupy the world market,on the other hand,also hope to learn foreign advanced management and technology.The United States,as the world's most developed country,is one of the largest OFDI destinations of China now.Along with the increasing scale of the OFDI to the United States,we should pay more attention to the impact on the domestic technology progress by reverse technology spillover effect from it.Firstly,the study elaborates the mechanisms of the technology progress by reverse technology spillover in three paths,and then analyzes the influencing factors of it from host country and investment country.Then examine reverse technology spillover by two aspects,one is the China's OFDI to the United States from the perspective of investing scale and industry,along with the environment and the scare of reverse technology spillover in United States,the other is the situation of China's technology progress from the perspective of the county's economic environment,R&D spending and human capital.On this basis,the paper makes use of the panel data model and grey relational analysis method to testify the impact on the technology progress by reverse technology spillover effect.The result shows that China's OFDI to the United States has brought about positive reverse technology spillovers,but the absorptive capacity is too low to get all the positive effect.And this result is robust when the data are classified by the industry,also confirmed that the R&D spending and the human capital is much lower in the tertiary industry than the secondary industry.By using the grey relational analysis method,we find that different industries' reverse technology spillover has different influence on the technology progress,some of them are inefficiency due to the factor of investment imbalance.Finally,this paper proposes some relating advice,such as improve our country's absorptive capacity and balance the investment capital in different industries.
