Overall budgetary management has become an important content of enterprise management activities.The overall budgetary management system and corporate governance are closely associated that is a baton of controlling enterprise implement effective management.It agreed to provide support and safeguard for the enterprise strategic objectives.Overall budgetary management by making specific budgetary indicators make the budgetary content in the form of a quantitative and strictly control the budgetary execution,in a situation of budgetary index for integrated evaluation of the company's performance evaluation.As a result,the level of overall budgetary management play a key role to promote enterprise resource optimization configuration,realize the goal of enterprise and improve the efficiency of production,but in the enterprise,in the process of the concrete implementation of overall budget,because of the budget of each link,the overall budgetary management has many problems.At present,the steel market is facing the severe overcapacity,fierce competition situation,the implementation of overall budgetary management for enterprises under the background of deepening the reform of the supply side structural improve enterprise efficiency,healthy and benign development plays an important role.Nowadays,although the overall budgetary management research has become mature and the theoretical system is perfect,the problems of the specific operation of steel enterprises in traditional industries have appeared frequently.This thesis adopts case study method and the object of case study is SH steel company.SH company is a large state-owned steel enterprise,but SH company didn't implement a overall budgetary management before accessed quoted company.As a result,overall budgetary management carried out late in SH company.There are many problems in urgent need of improvement.The thesis is divided into six parts,.Firstly it introduces the research background and research significance of the article,the review of domestic and foreign research,and the research content method.Secondly,it expounds the theory of overall budgetary management,including overall budgetary management concept,objective,principle,content method,theory evidence,organization setting,process and significance.Then,the general situation of SH steel company is introduced and the current situation of overall budgetary management is analyzed.Thirdly,the overall budgetary management advantages and existing problems are analyzed according to the overall budgetary management of SH company.Then,aiming at the problems existing in the overall budgetary management of SH company,optimize the overall budgetary management,study the countermeasures and improve the overall budgetary management practice of SH company.Finally,it is summarizes the research contents of the thesis.In this thesis,through the overall analysis of overall budgetary management optimization countermeasures for SH steel company,on the company organization,management system,overall budgetary establishment method,execution,control and adjustment mechanism,evaluation and informatization construction,it is beneficial to improve enterprise economic benefits.It has certain reference significance to other enterprise with similar problems of SH steel company in the overall budgetary management aspect.
