Research On Civil Servants' Training In Huimin State Tax Institutions

In recent years,the State Administration of Taxation has put forward a series of new measures to promote the reform of the tax system,as well as a series of convenient measures such as comprehensively replacing business tax with value-added tax(VAT)pilot,deepen the reform of local tax collection and tax service "The Belt and Road".All these put forward the higher requirements for comprehensive quality and ability of the tax cadres.we must vigorously strengthen the training of tax officers to construct a strong professional team of tax cadres.Huimin County State Taxation Bureau as the most basic departments,its staff is the implementation of specific policies,which quality and ability directly affect the effective implementation of national policies.Therefore,through questionnaire survey and discussion,this paper studies the current situation of civil service training in Huimin County State Taxation Bureau,and finds out that there are many problems.For example,there is no balance in training resource allocation in current training;the training content design is unreasonable;the method of training is single;training is not targeted;training teachers are weak;and the motivation of the training subject has not been fully mobilized.And the reasons are analyzed from three aspects: the importance of training,the training mechanism and the training implementation.Therefore,learn the experience of domestic and foreign tax system of civil service training,based on the actual situation of Huimin County Bureau,this paper explores the training model based on the demand,which adhering the principle of “people-oriented”.In order to provide help to the civil service training of the Huimin County State Taxation Bureau and reference to the most grass-roots tax,this paper explores from five aspects in enriching training content,innovating training methods,improving the training mechanism,strengthening the training guarantee.
