The Impact Of Technology Introduction On Independent Innovation Under The Protection Of Intellectual Property Rights

With the development of knowledge-based economy,innovation plays a decisive role in the global competition.The development of high-tech industries is closely related to the level of independent innovation.How to effectively protect and enhance the capability of independent innovation of enterprises in order to promote industrial development is an urgent problem that needs to be solved.As a general international business rule,the protection of intellectual property rights is at the core of protecting the R&D person's exclusiveness of innovation achievements through law for a period of time,and is a legal system that promotes the active development of innovation activities.In theory,the introduction of foreign technology can encourage enterprises to imitate and innovate through the contact with advanced technologies,achieve technological breakthroughs in a relatively short time,and shorten the technological gap between countries.Although the original purpose of IPR protection is to protect and stimulate technological innovation,it also has advantages and disadvantages.A technological over protection is not good for technology spillover,but if a protection strength is too weak,enterprises' innovation achievements are easy to be imitated and copied,which will lower the enthusiasm of independent research and development of the innovators.Similarly,there are many drawbacks to the introduction of technology.Over dependence and complete reliance on external forces alone both can cause slow progress in technological innovation.Moreover,because of the mismatch of imported technologies,the weak digestion and absorption capacity and over-reliance on foreign technologies may produce alternative effects on independent innovation.In addition,the introduction of technology and the protection of intellectual property not only affect independent innovation respectively,but also interact with each other.Therefore,under the protection of intellectual property rights,the impact of technology introduction on innovation needs to be studied.For high-tech enterprises and relevant government departments,it is of great practical significance to explore the role of the two in independent innovation.Based on the previous research,using the panel data of high-tech industry in 28 provinces and cities in our country from 2000 to 2015,using the method of system GMM estimation,the number of patent applications,the number of invention patent applications and the sales revenue of new products are taken as independent innovation Different proxy variables are tested empirically.The results show that the protection of intellectual property rights has a significant role in promoting independent innovation,and raising the level of intellectual property protection is conducive to the further development of independent innovation of enterprises.However,the introduction of technology has a certain inhibitory effect on innovation capability.Combined with the protection of intellectual property rights,the independent innovation of high-tech industries can be promoted as a whole.The introduction of technology and the input of R&D personnel and the synergy of R&D expenditure also contribute to the development of independent innovation.On the one hand,the protection of intellectual property directly promotes the independent innovation of enterprises as a good legal protection system.On the other hand,it indirectly improves the negative impact of technology introduction on innovation by inhibiting the introduction of technology.At the same time,the increase of manpower and material resources for research and development will not only provide essential elements for independent innovation,but also help enterprises to increase the digestion and absorption capacity of imported technologies and improve the negative effects of technology introduction.Combined with the above analysis,in order to promote independent innovation of high-tech industries and promote industrial development,this paper argues that enterprises need to pay attention to the protection of their own rights and interests to avoid being infringed.When introducing technology,attention should be paid to the strict quality control and strengthen the digestion and absorption of advanced technology and imitation of innovation,insist on the focus of innovation activities for independent research;As for the government,it can further enhance the level of intellectual property protection through administrative means,strengthen law enforcement and use financial means and financial policies actively to establish and improve the introduction of technology manage.Finally government supervise the system to guide and encourage innovative activities in high-tech industries.
