agricultural financial reform in our country,support the development of the agricultural credit guarantee agencies,make agricultural guarantee company building the link between agricultural enterprises and Banks,the financing support to farmers and agricultural enterprises.However,while state-owned agricultural guarantee company industry has developed rapidly,but there is no effective state-owned agricultural guarantee company internal control implementation and problem is slowly emerge,perfect the internal control management can help state-owned agricultural credit guarantee company promote risk management level.The guarantee industry belongs to the high-risk industry,the particularity of agricultural guarantee,its risk is higher than other guarantee companies,and it also requires more sophisticated risk management.This paper argues that the basis of risk management is internal control,so the risk management of state-owned agricultural guarantee company is not systematic,which exposes the lack of internal control system of state-owned agricultural guarantee company.Therefore,to our country state-owned agricultural guarantee company research and exploration policy environment,the space is large,but it also faces a bigger risk,state-owned agricultural guarantee company internal control aspects such as the definition,target,function has its particularity,especially in the internal control methods mainly include the control of capital operation,the rate of guarantee service charge control,control,national policy control counter guarantee measures,is different from the general enterprise’s internal control method,and based on the selection of the 13 provincial state-owned agricultural guarantee the company’s internal control situation of descriptive statistics,found that state-owned agricultural guarantee company internal control has a good policy environment,the unique "zheng silver bear" risk sharing mode of agricultural
