Since 2000,China's economy has been developing rapidly.The real estate market has released huge demand.The entire real estate industry has also gained tremendous development.As an important industry of our national economy,the real estate industry plays a decisive role in the national economic life.However,the fast development of the entire real estate market,particularly the magical rise on the residential price,has become a prominent economic and social issue.The rising on residential price has a serious impact on people's life and social development.On the one hand,the "basic residency" that they should enjoy in the low-and middle-income groups is not met.On the other hand,housing investment in the market has pushed up prices and disrupted the housing market,which has increased income gap to a certain extent.In view of this,the government has adopted some macro-control policies to regulate and guide the real estate market,including taxation methods.China's real estate tax system was formed in the 1994 tax reform.Afterwards,it gradually improved and formed a huge system covering real estate development,circulation,and preservation.In recent years,the real estate tax system has played an active role in increasing fiscal revenue,optimizing the allocation of real estate resources,and adjusting the income gap of residents.But we should also realize that China's current real estate tax system still has many problems,such as unbalanced tax burdens,overlapping tax types,unreasonable taxation scope,inflexible tax rates,and limited local taxation rights.As a kind of tax related to national economy and people's livelihood,real estate tax has become the focus of attention of the government,the people,the developers,and the academic community.For real estate tax reform,the focus of different sectors of the community is not the same.Buyers care about whether the introduction of real estate tax will increase their burden.Real estate developers are concerned about whether real estate tax will lead to a large-scale decline in house prices and thus affect their profits.Local government cares whether it will effectively increase local fiscal revenue.The central government is also worried about whether the introduction of new taxes will achieve the desired effect of the government.This thesis expects independent thinking,research and analysis to explore how China's property tax reform will be carried out in order to exert its active role in regulating income distribution,in improving the tax system,and in increasing fiscal revenue.In this paper,literature analysis,comparative analysis,case analysis and other methods are used to study from theoretical analysis,experience comparison and countermeasures.Firstly,combining the basic theory of real estate tax and the evolution of China's real estate tax,this paper analyzes the development process of real estate tax in China and the existing problems of the real estate tax system.Then,this paper demonstrates the necessity of real estate tax reform in China.Secondly,this paper compares the detailed rules for the implementation of the trials in Shanghai and Chongqing's reform and analyzes the effect of the implementation of the pilot,so as to evaluate the positive roles and deficiencies of the reform pilot.Thirdly,drawing lessons from taxation objects,tax rates,assessment basis and methods,and experience of exemption in advanced countries or regions,we can draw inspiration from China's reforms.At last,in regard to the reform of real estate taxation system,I put forward countermeasures and suggestions from three aspects:macroscopic,microscopic and supporting policy design.Micro-level aspects of taxation law are put forward to propose more specific taxation system.
