The rapid economic development has brought about changes in the concept of consumption and increased consumption levels.From the past,luxury goods have gradually entered the family life of more and more cities.The rapid increase in the number of automobiles has led to the emergence of problems related to parking spaces on municipal roads.Many cities have low efficiency in the management of on-street parking fees for municipal roads,making it difficult for municipal parking spaces to perform their intended functions,and are prone to social problems.Therefore,it is particularly important to study the management of parking charges on municipal roads.Incentive regulation theory derived from traditional regulation theory is the result of research on the integration of information economics and "entrusted-agent" theory in regulatory economics.The latest theory developed at the level of government microcontrol of industry is obtained in the public sector.Widely used applications.It focuses on how to effectively regulate the economic behavior of market participants under the reality of information asymmetry.This article attempts to study the management of parking fees in municipal roads from the perspective of incentive regulation.The article reviews the evolution of regulatory economics and introduces the theoretical overview,basic assumptions,and basic models of incentive regulation theory.By analyzing the advantages and disadvantages of the existing incentive regulation methods and combining with the characteristics of on-street parking fees in municipal roads,the significance and necessity of parking incentive incentive regulation in municipal roads are analyzed.This paper starts from the relationship of "consignment-agent" and analyzes the information asymmetry and problems of the regulators and parking companies.Based on this,it puts forward the motivational regulations for parking fees on municipal roads.The incentive regulation model is used to demonstrate the role of the three incentiveregulation methods in parking fees in municipal roads,and the effects of different incentive regulation methods are analyzed.This article also takes Beijing as an example to analyze the existing regulations and shortages of parking fees in municipal roads.Based on the proposed incentive regulatory goals,this paper proposes a feasible approach to the incentive regulation of parking fees in municipal roads in Beijing.implementation plan.In addition,this paper reviews the development history of foreign on-street parking fees and the application of incentive regulations in on-street parking fees,and draws on experience from foreign incentive regulatory applications such as the US waste processing industry,the British telecommunications industry,and the French water supply industry.Summing up the successes and failures,it proposes incentive regulations that are compatible with parking charges on municipal roads and measures for improvement of related supporting systems.This paper thinks that there will be two models of parking fees in China's municipal roads in the future,namely,automatic charging based on large cities and traditional operating parking fees in small and medium-sized cities.The incentive regulations under different modes should have different emphasis.For the automatic on-street parking fee model,the incentive regulation should focus on the two aspects of the service quality of parking facilities and parking norms;for the traditional operating onstreet parking fee model,incentive regulations.Should focus on parking fees,market access,revenue and pay these three aspects.
