Based On The Grey Theory And Analytic Hierarchy Process,the Evaluation Index System Of Natural Resource Assets Is Studied

With the development of China's social economy,resources and environmental problems are emerging.To some extent,resource shortage and environmental pollution are restricting the development of society.The third Plenary Session of the 18 th CPC Central Committee proposed "to the leading cadres to implement natural resource assets outgoing audit,audit mode of comprehensive,objective and impartial evaluation of leading cadres ecological environment safety and maintenance".The outgoing audit of leading cadres system,mainly on economic responsibility audit of leading cadres,some of the leading cadres growth in order to achieve tenure performance evaluation requirements and GDP,resulting in ecological environment and natural assets imbalance.First,the natural resource assets and related theories and concepts are described and summarized,the responsibility of ownership is not clear enough,the audit deficiencies,the evaluation index system is not unified problem.Secondly,we summarize five audit contents of natural resources assets from the aspects of covering natural resources,asset management and natural resource sustainability.Third,establish a comprehensive evaluation model of natural resource assets outgoing audit,use AHP to establish the importance matrix,calculate the results and get the weight of each index through consistency test,and build a comprehensive evaluation model combined with the grey theory.Finally,based on the case of water resources in L City,the evaluation index system of water resources assets separation audit is established and applied to draw the conclusion of audit.Before the eighteen,there had been economic responsibility audit and environmental audit.However,the separation of natural resources assets audit and the comparison of the two,there are great differences.At present,the natural resource assets outgoing audit is still in the exploratory stage,the evaluation index system is not unified,due to the presence of numerous non financial information audit evaluation index system,the evaluation index system of audit has great subjectivity,if using the method of investigation is simple,objectivity will affect the evaluation to a great extent.Therefore,using AHP to determine the index weight based on the theoretical research on the establishment of evaluation index system,and combined with the grey theory,establish a comprehensive evaluation model for the evaluation of leading cadres in the natural resource assets and level.
