Research On The Implementation Mechanism Of Tourism Accurate Poverty Alleviation

At the end of 2013,General Secretary Xi first proposed the guiding ideology of"precision poverty alleviation" during the visit to Xiangxi.Since then,in 2014,the state issued several opinions on promoting tourism reform(Guo Fa[2014]31)clearly pointed out that we should "strengthen rural tourism accurately and help the poor",and the concept of tourism precise poverty alleviation for the first time appeared in government policy documents.Tourism precise poverty refers to relying on the precise poverty of thought,based on the advantage of the resources in poor areas,combined with the current situation of poverty in poverty and its intention to participate in the tourism industry,the use of scientific methods and procedures,the whole process will be accurate in recognition and support,through the concept of management,and ultimately achieve true poverty "and" help the poor "the effect of.It emphasizes "policy based on human" and "adjust measures to local conditions",highlighting "precision",which is different from the extensive mode of poverty alleviation,and is fundamentally different from the "blood transfusion" poverty alleviation way.It is a "blood group" poverty alleviation mode.Scholars at home and abroad have done a lot of research on Tourism poverty alleviation and precision poverty alleviation,and gradually deepened their understanding of the concept of precision poverty alleviation,and put forward many poverty alleviation models and poverty alleviation mechanisms that help poor people to shake off poverty.At the same time,Chinese scholars have also made a positive discussion on the relevant problems of tourism precision poverty alleviation,and studied the effect of poverty alleviation.But in general,the previous research and research at home and abroad focused on the mode of tourism poverty alleviation and the economic benefits of tourism poverty alleviation.However,the research on the mechanism of tourism poverty alleviation is still insufficient,and there is also lack of practical research on a typical poor county.Therefore,this paper,taking the accurate poverty alleviation as the breakthrough point,will further promote the study of tourism poverty alleviation.This article is based on the research status both here and abroad.First of all,the definition of tourism precise poverty related concepts,explains the related theoretical basis;secondly,to investigate the status quo of tourism poverty alleviation in Jinzhai County,county of Jinzhai tourism precise poverty problems;finally,combined with the classic case of domestic and foreign tourism analysis,to explore the development path of Jinzhai County Tourism precise poverty alleviation.It follows the idea of"putting forward questions-analyzing problems-solving problems".On the one hand,this study follows the research hotspot,with precise poverty as the research perspective,the idea of precise poverty alleviation and tourism field combination in the central precise poverty alleviation policy under the guidance of the national key poverty-stricken counties as the research pilot,explore the impoverished county tourism precise poverty problems in the process of implementation and improvement,selection the perspective is novel.On the other hand,this research is carried out from three aspects,namely,the identification,assistance and management of tourism precise poverty alleviation.The research is systematic and extends the research scope of tourism precision poverty alleviation.Jinzhai County,the national key poverty-stricken county,as a case,has enriched the practical research on the accurate poverty alleviation of tourism,which has some innovative significance.
