High and new technology enterprise is the most creative vitality of all enterprises in our country.As their most important component,small and medium-sized high-tech enterprises play an important role in promoting the development of technological innovation and building an innovative country.In order to speed up the building of an innovative country,the government has always stressed the need to stimulate the vitality of social innovation and strengthen the introduction of personnel training.In the continuous growth of small and medium-sized high-tech enterprises,R&D results have continued to increase,and they have played a greater role in technological output_In today's era of knowledge economy,talent is the lifeblood of enterprises,related to the current business survival and later development.This is even more so for high-tech enterprises.Talent is the source of enterprise innovation and the only law of the enterprise in which competition prevails.Compared with large-scale high-tech enterprises,SMEs are obviously in a disadvantageous position in resources such as financial resources and material resources.Small and medium-sized high-tech enterprises in the fierce domestic market to occupy the corner,access to a broader international space for development,and only firmly grasp the advantage of talent,talent management related work.However,small and medium-sized high-tech enterprises have a serious supply and demand gap in the supply of talents and talent needs,and the problem of shortage of talents continuously restricts the development of enterprises.To solve the shortage of talents in small and medium-sized high-tech enterprises,in addition to introducing outstanding personnel to fill current job vacancies,it is more important to predict the shortage of talented people.When there are signs of shortage of talent,we will take measures to forward-lookingly solve the shortage of talent.The purpose of this paper is to study the current situation of talent shortage in our country,analyze the factors that affect the shortage of talent in small and medium-sized high-tech enterprises,combing relevant theoretical knowledge,based on early warning theory perspective,using the method of structure entropy and fuzzy comprehensive evaluation,trying to establish early-warning model of talent shortage in small and medium-sized high-tech enterprises,and apply it to the actual enterprise,in order to solve the problem of talent shortage.The main contents of this paper include five parts:The first part is the introduction and literature review,the background of this paper,research purposes,research ideas were introduced,combing the shortage of talent and early warning theory of domestic and foreign research;The second part is the theoretical basis,defines the related concepts of talent shortage and high-tech enterprises,reviews the related theories of early warning and early warning management,and systematically analyzes the four factors that influence the shortage of talent from the perspective of talent management,which are talent introduction;The third part is to set up the model:The first step is to select the indicators according to the principles selected by the indicators and construct the indicator system,which includes four general indicators,two second-level indicators and fifteen second-level indicators;The second step is to use the structure entropy method to determine the weight of each index,and set the warning level and the corresponding evaluation range,to build a warning model of shortage of personnel;The fourth part is to establish a good business talent shortage early warning model applied to the enterprise.Taking 31 small and medium-sized high-tech enterprises in Hefei as representative samples,the data were obtained by means of questionnaire survey,and the data were analyzed by fuzzy comprehensive evaluation method based on data collation.according to the calculation results,the grade of early warning of talent shortage was determined,put forward specific suggestions to avoid the occurrence of shortage of talent;The fifth part is a summary of the article,describes the main contents of this article,points out the article's merits and shortcomings,and prospects for the future.
