Research On The Application Of PPP Model In Characteristic Towns

Characteristic Towns holds great significance for boosting socio-economic transformation,economic structure adjustment and addressing issues such as unbalanced growth between peasant citizenization and urbanization.Building Characteristic Towns requires large amounts of stable financial support whether in building its infrastructure or in operation management,posing a great challenge to local governments and financial sectors.So,how to address financial shortage and grow Characteristic Towns remains a critical issue for the moment.Theoretically and practically,PPP(Public—Private—Partnership)mode is now being widely used to address financial shortage and improve efficiency in public service sector.Thus PPP mode holds great significance for building Characteristic Towns and developing urbanization.This paper answers three questions: What is Characteristic Towns and what problems people have in building Characteristic Towns? How to promote the application of PPP mode in Characteristic Towns.The first part describes the paper's background and its significance.The second part introduces the concept of Characteristic Towns and PPP mode and relevant theories.The third part analyzes the current situation of China's Characteristic Towns in policies and regulations,industry type and development mechanism,and holds that Characteristic Towns still struggles with following problems such as financial shortage,backward infrastructure and public service,unidentified development direction,lacking local features,low industrial level and insufficient city Integration.The fourth part analyzes whether PPP mode can be applied in building Characteristic Towns and its significance,uses a typical example to analyze how PPP mode is applied to build Characteristic Towns,and demonstrates that Characteristic Towns still encounters problems in practicing PPP mode,such as unsound policy about PPP mode,lack of understanding about PPP mode,programs without local features,unprofessional PPP mode operators and faulty performance indicators.The fifth part analyzes an examples in China,and summarizes what is sound and what can be improved in adopting PPP mode in Characteristic Towns.The paper offers policy suggestions in improving Institutional mechanisms and regulating PPP mode program management in Characteristic Towns.
