Research On The Outgoing Audit Of Natural Resources Of Local Party And Government Leading Cadres

At the Third Plenary Session of the 18 th CPC Central Committee,the CPC proposed the promotion and implementation of the audit on outgoing assets of natural resources by the central and local leading cadres and promulgated the "Decision of the CPC Central Committee on Several Important Issues concerning the Overall Deepening of Reform." In 2017,the State Council of the General Office of the CPC Central Committee also promulgated the "Provisions on Auditing and Deepening Audit of Natural Resources Assets of Leading Cadres(Trial Implementation)",putting forward specific requirements on the auditing of outgoing natural resources of leading cadres.The promulgation of relevant regulations have promulgated that it is an important and urgent task for the current auditing of natural resources assets leaving in our country.The aim is to implement a comprehensive promotion of natural resource assets by the outgoing audit system,so that leading cadres only the pursuit of economic achievements ideas into modern concept of health co-development of economy and ecology before,and gradually form an audit system more objective and comprehensive system of Speed up the construction of ecological civilization in our country and realize the harmonious unification of economy,society and environment as soon as possible.At present,our country is still in the primary stage of leaving the audit on the natural resources assets of the leaders of local governments.There are many research theories,but there are still many problems in practical application.At the provincial and ministerial level auditing projects pay more attention to grassroots projects lack of attention.There are still many controversies in both theory and practice,so further systematic theoretical research and grassroots practice are needed.This paper takes the audit of the departure of local government leaders as natural resource assets as the research topic.First,it introduces the research background,research significance,research methods,research ideas,and research content of local government leaders’ natural resource assets auditing;The review method elaborated the theoretical research results such as the scope of natural resource asset auditing and auditing methods;thirdly,it introduced the current status of the audit of natural resource assets from the auditing level and Jiangsu Province;Leading cadres audited the leaving of water resources assets as a research case,and briefly introduced the background of the case,the audit plan,the audit implementation process,audit conclusions,audit evaluation and rectification suggestions;fifth,the specific analysis of the water resources assets of the leading cadres in Area A of W city left The problems and causes of auditing;Sixthly,corresponding countermeasures and suggestions were put forward for the problems existing in the audit of natural resources assets of local government leaders.Finally,the audit of natural resources assets of local government leaders was summarized and forecasted.The audit of natural resources assets has been formally established as a regular auditing system.However,there are still laws and regulations that are not sound,and the legal basis is insufficient;the natural resources assets auditing power is insufficient;the assessment criteria for natural resources assets audit are not perfect;the audit recommendations are targeted Problems such as lack of sex.This article aims to improve the laws and regulations governing the audit of natural resource assets;strengthen the training of natural resource asset audit professionals and improve the professional quality of auditors;standardize the audit content of natural resource assets;establish and improve natural resources assets audit evaluation system;The joint audit system,the introduction of "big data" technology in the application of natural resources assets audit,etc.put forward targeted and innovative suggestions.In order to further improve the deficiencies in the pilot work,explore replicable experiences and promote them to various places.
