The problem of poverty,which started to manifest at the beginning of economic and social formation,is an ancient and unavoidable social problem,and ending the poverty has become the common goal of all mankind.All countries in the world are working hard for it,China is no exception,Chinese government has repeatedly expressed at home and abroad that it actively supports the cause of alleviating and eliminating poverty in the world.According to statistics,China contributes 70% of the global poverty reduction target.China has a vast geographical area,a large population,and a scattered distribution.The natural resource shortage in remote areas such as the western part of China has led to the complicated mechanism of poverty in China,especially the rural areas.All kinds of poverty-causing factors are closely intertwined,and it is difficult to guarantee the complete eradication of the problem of poverty in China by only addressing poverty in certain aspects,when the rural residents continue to keep in a low income level,low consumption state,it also fell into the "poverty trap." The current causes of poverty in rural China are mainly based on two aspects: the poverty of the health and the poverty of education.Therefore,it is urgent to do an in-depth study on the poverty trap in rural China from these two aspects,to explore whether there are two comprehensive poverty traps in rural China and the policy recommendations that are appropriate to China's national conditions.First of all,from the perspective of the formation mechanism of the poverty trap,the types of poverty traps,and empirical studies,the paper reviews the relevant literature on poverty traps at home and abroad.Following on the current situation of rural poverty in China,we describe the characteristics of rural poverty in China from the perspectives of absolute poverty,relative poverty,individual poverty,and collective poverty,and analyze the causes of poverty in rural areas in China in terms of economy,environment,and system.In the four stages,after reviewing the poverty alleviation policies since the founding of the People's Republic of China,it was found that in different stages of economic development,the corresponding poverty alleviation policies have undergone major changes.From the earliest “blood transfusion” types of poverty alleviation to today's “hematopoietic” poverty alleviation,from the initial satisfaction of basic survival needs to the resolution of non-food needs,it finally rose to address spiritual needs.Secondly,based on the infinity model of Ramsey-Cass-Koopmans,human capital is introduced into the production function model.The nonlinear relationship between the consumption and human capital is derived theoretically,which provides a theoretical basis for the subsequent empirical model establishment.According to the human capital level index system constructed,the scores of human capital,education human capital and healthy human capital are calculated using information entropy weight TOPSIS method,and descriptive statistical characteristics are analyzed.It is found that there are significant differences in the comprehensive scores of rural human capital in the three major regions of Eastern,Central and Western.The western region has obviously lagged behind the national average.Finally,using the nonlinear relationship between human capital and the growth rate of consumption,the semiparametric additive model based on human capital as independent variable,healthy human capital and educational human capital as independent variables and the per capita consumption level as dependent variable are established respectively.Finally,according to the results of empirical analysis,it is found that in the selected sample range,there is no poverty trap of which the shortage of per capital leads consumption level to decline in rural areas of China.On the contrary,urban-rural income gap and the problem of population aging exacerbate rural poverty and bring about the poverty traps.Therefore,the government should also pay attention to the distribution of urban and rural income and pension issues in poverty alleviation work.In order to help China alleviate poverty and realize the grand goal of building a well-off society as soon as possible,this paper proposes the following suggestions:(1)Improve medical and health infrastructure and improve the physical quality of rural residents;(2)Increase educational investment in rural areas and increase rural residents education level;(3)Narrow the urban-rural income gap and reduce the incidence of rural poverty;(4)Control the level of population aging,encourage fertility,and increase effective labor supply.
