Application Of PPP Model In Non-Operational Traffic Infrastructure Project In Guizhou Province

The participation of the private financing way represented by PPP(Public-Private Partnership)model can enhance the development power of traffic infrastructure.Guizhou province innovated PPP model in the transportation infrastructure field,include "BOT(construction-operation-transfer)+ EPC(design-procurement-construction)"," BOT +government subsidy "," equity cooperation + EPC + government subsidy ",which effectively promote the development of traffic infrastructure.This paper first summarizes several PPP model,and analyzes its risk and application scope,then puts forward the BLT model of PPP project,analyzes its operation mode and risk bearing,and emphasizes the problems in the current system.Further,this paper analyzes the rationality and risk of EPC + PPP model,and puts forward some problems and preventive measures.And through the form of actual case,the paper analyzes the financing mode of EPC + BLT.The paper finally pay attention to the government’s implementation capacity and commitment.This paper aims to analyze and summarize the innovation model of PPP model in the construction of traffic infrastructure in Guizhou province,in order to provide guidance and reference for the implementation of PPP project in the field of traffic infrastructure construction,and contribute to the popularization of PPP financing model.
