Since the reform and opening up has been carried out for more than 30 years,China put a large number of international basic applications to domestic infrastructure construction through the reform of the internal and external economic policy,which had a positive effect in the economic development.However,the imbalance economic structure always hides in the rapid economic growth,especially the investment expansion by the local government who acts as the main body.The price of land,concrete material and other necessary things related booms;more seriously,Chinese social structure remains the same as before,which did not improve but is worse at the same time.However,the salary and income for the people inside city and outside city become different totally.In order to handle issue above,the actively build rail transit and to promote of the use for rail transport is an important reflection of economic structural adjustment.At present,to get a better GDP data,control the number of people not to increase quickly and protect the environment,Chinese rail transit industry ushered in the development of their own;in many cities of China,they set off an upsurge of investment in rail transit construction.Therefore,the contradiction between the urgent needs of the development of rail transportation and the high construction costs become one of the important obstacles to the development of rail transit in China,which provide the possibility for all financing mode application,and create the possibility for the entrance of private and foreign capital,to achieve the strategic goal of China's economic structural adjustment and reform.As one way of the private sector participation in infrastructure construction and provide public services to the community.BOT,one of the methods to carry finance,has become a kind of important means for China to reduce their sovereign loans and attract domestic and foreign investment,for government ownership of BOT project of ultimate ownership and sovereignty.It has become more and more widely applied for the current in large infrastructure construction of China.In this paper,the X rail transit project BOT financing risk management in-depth study.Firstly,the domestic and international project BOT financing risk management literature review using the method of literature,the main content and method of risk management from three aspects of the financing mode introduces the theoretical basis of the thesis;then the introduction and analysis of X project financing risk management in rail transit BOT;further to X City Metro Line 5 as an example,makes an empirical study on the project of rail transit X BOT financing risk management,risk identification based on the questionnaire survey,using AHP to evaluate the risk,put forward suggestions and measures according to the evaluation results.In this paper,the quantitative risk management method of questionnaire and analytic hierarchy process is applied to the analysis of BOT financing risk management of rail transit project,and it also provides a reference for similar project financing risk management.
