Research On The Countermeasures Of Promoting The Work Of Public-private Partnership(PPP) In Long Gang District Of Shenzhen City

PPP is the abbreviation of Public Private Partnership.As to the definition of PPP,there is no unified statement about it no matter at home or abroad.China’s official definition is that the PPP has two categories from both Broad Sense and Narrow Sense.From Broad Sense,PPP is the partnership between government and private departments established in order to provide public products or service,mainly includes modes such as BOT,PFI and so on.From Narrow Sense,PPP is similar with BOT,but PPP puts more emphasis on the whole process of the partnership between public and private departments,this is the focus of this paper.Since 2014,the Ministry of Finance strongly promote the PPP mode from the national level,and defines PPP as a reform of system and mechanism,rather than a simple investment and financing mode of government.In this reform,there are several questions in depth that what risks will be faced,which role will be played and what effects will be led by the financial departments.However,the operation and promotion of PPP is not the ‘single role’ of neither Development and Reform Department or Financial Department,it needs the joint force formed by all relevant Departments.Nevertheless,it is essential that how to cooperate together to promote the operation of PPP between these two Departments.Based on the theory of PPP mode,this paper first introduced the PPP’s concept,evolution,available scope,advantages,core problem,key link,implementation procedure,policy basis,and the significance of promoting PPP at the present stage.Secondly,this paper discussed the positive effects and risks of these projects carried by the financial departments under the PPP mode: financial capacity demonstration of operating PPP,financial commitments of scientific management of PPP,improvement of financial management system,enhancement of contract management and monitoring on dynamic performance.Meantime,from the two dimensions of the State Council and the local government,this paper put forward the problem of cooperation and division of labor under the PPP mode between financial department and Development and Reform Department.Later,this paper generally reviewed the development history of PPP in China,and took the Long gang District of Shenzhen City as an example to analyze the reform situation of investment and financing in Long gang District and the present situation of PPP’s operation in this district.Also put forward some problems that exist in the promotion of PPP in Long gang District based on the situation.The article then introduces some typical examples of the successful maturity of foreign PPP models in Canada,the United Kingdom and South Africa,as well as the typical successful cases of domestic PPP promotion in recent years.It also analyzes the successful experience of PPP both at home and abroad and its implications for standardizing the PPP work in Long gang District.Learn from.Finally,this paper put forward six suggestions for the 5 problems of PPP work exist in Long gang District of Shenzhen City.And from the angle of both “Pushing” and “Stability”,put forward the rational mode of division of labor between Development and Reform Department and Financial Department of local government under the PPP mode.Thus this paper concluded financial management specific ways under the PPP mode which based on the grassroots financial department’s “stability” and from the three perspective of technical checks,system management,and platform establishment.
