Since 21 st Century,the rapid development of economy has increased the demand for energy.During the year of 2015,China's total energy consumption has reached 43 tons of standard coal with a 1.5% increase,accounting for 23% of the total energy consumption in the world.China has become the world's largest energy consumer.In the specific energy resources,oil is definitely important.Petroleum industry has become an important force to promote the development of national economy,and petroleum enterprises become important strategic and monopoly resources.The particularity of petroleum resources has led to the hard establishment and implementation of internal control system.After several reforms,China's oil companies are not perfect yet in the internal control system,where the function is not clear,the responsibility is not clear,and the supervision is not in place.With the development of domestic petroleum market,perfect internal control is imperative.As a leading company in the petroleum industry,China Petrochemical Corp.particularly needs to focus on the construction of its internal control system.In this paper,the internal control evaluation system of Yongchang Petrochemical Company,a subsidiary of Sinopec Group,is constructed by using AHP and fuzzy comprehensive evaluation method to perfect the internal control evaluation of Yongchang Company.Based on the five factors of COSO internal control framework,this paper analyzes the internal environment,risk assessment,control measures,information and communication and internal supervision of Yongchang Company,and then constructs the information of Yongchang Company.Internal control evaluation system.At the empirical level,the internal control evaluation system of Yongchang Company is evaluated by AHP,and the weight of the hierarchical index is determined.Then the membership degree of each level index is obtained by fuzzy comprehensive evaluation method and the evaluation value is calculated.The results show that the results of the quantitative evaluation are analyzed,and the rectification suggestions are put forward to the smaller level of the scores.From the evaluation results,Yongchang internal control evaluation value of 83.9,the evaluation results for the "good",indicating that the company's internal control is not a major flaw,from the specific sub-index score,the risk assessment score 78.6,information and Communication score of 81.8,control measures score of 84.1,the internal environment score of 86.8,internal supervision score of 87.7,indicating that Yongchang companies need the most urgent need for rectification is the risk assessment,the company focused on the risk of post-management,prior to the risk management capacity needs to be strengthened,There is a need to improve internal control capacity in risk identification,classification and assessment.This paper aims to provide some reference value for the research of enterprise internal control evaluation theory by exploring the theory of enterprise internal control evaluation and its practical application in Yongchang Company.
