Application Research On Price Index Adjustment Method In The Housing Construction Project Based On The Principle Of Risk Sharing

The price index adjustment method is a strongly recommended way to cope with the adjustment of contract price due to price fluctuations,which is widely adopted in the international engineering project.It is late to introduce price index adjustment method in China.Since 2007,the "Standard Construction bidding document" issued jointly by nine ministries and commissions has agreed in its general terms to adopt the method to adjust the adjustment of contract price due to price fluctuation.Subsequently,demonstration texts of contract for Water Conservancy and Hydropower,Highway industry(09 edition)and Code of bills of Quantities and Valuation for Construction works(13edition)also proposed to recommend using price index adjustment method one after another.The price adjustment method is widely used in the water conservancy and hydropower industry and highway industry in China,but there is a using gap in the housing construction projects.Most housing construction projects adopt the method of cost information to adjust prices,which is not compatible to the market environment of the comprehensive unit price and the current bill of quantities.In addition,Through the comparison and analysis of the two price adjustment methods,it is founded that the housing construction project is more suitable of price index adjustment method for price fluctuation adjustment,which is not only beneficial to the management of price adjustment work,but also an important way of risk sharing.Therefore,It is necessary to make use of price index adjustment method in the field of housing construction projects.Because of the complexity of construction process and the variety of elements used in construction,application of price index adjustment method in the field of housing construction needs to resolve two key questions: decompose the house construction project to divide the basic price adjustment unit and determine the key parameters of the price adjustment formula.Based on above key questions,this thesis adopts literature analysis method,comparative analysis method,expert interview method,case superposition method and case verification method to undertake the following studies:Firstly,Divide work sections reasonably and identify work sections suitable for price index adjustment.This thesis compares and analyzes the foreign contract models,draws lessons of work classification thought from the British JCT contract price adjustment and make reference of the adopting multi-formula price adjustment method from typical case constructions.After that,put forward decompose the house construction project to divide the basic price adjustment unit.Adopt price index adjustment method for work section by literature analysis.Identify influencing factors of work section division,determine screening criteria and condition and principles of dividing work section.And then,identify work sections suitable for price index adjustment.Secondly,determine the key parameters of the price adjustment formula reasonably.For the adjustable factors,the selection principle of adjustable factors is determined through literature analysis and case validation.The feasible set of the adjustable factor has been screened out by ABC classification,and then the final adjustable factor is determined according to the adjustable price range.For weight setting,it is suggested to use factor cost method to determine the weight coefficient by comparing and analyzing the setting methods of all weights.For price index,identify the priority ranking of price index sources by analyzing various sources,Finally,case analysis.This thesis applies the theoretical basis of the fourth and fifth chapters to the actual cases and gives the basic operation process of price adjustment formula,which is aimed to guide related personnel of housing construction practice department to correctly use the price index adjustment method.
