A Study On Environmental Deficit Of China International Trade And Cause Analysis

In the high-speed development process of China's 30 years economic and social reform and opening up of,environmental pollution problems which has keeping accumulating,has aroused the social widespread concern.In the current economic globalization and trade liberalization background,trade has become an important way of the pollution transfer.With the continuous expansion of China's foreign trade surplus,the resulting environmental deficit will become more serious.Environment deficit problem has become a difficult problem for China's environmental governance and upgrading foreign trade structure,but at present about environment deficit measure,countermeasure research and other related research is still in initial stage.This paper is based on the "pollution heaven" theory,using input-output method and tool to measure the environment deficit.We found that China's foreign trade environment deficit,and environment deficit showed a rising trend.In 2005 carbon deficit of China's foreign trade was 151 million tons,in 2008 this number reached to 1092 million tons,and to 2014 it rose to 1120 million tons of carbon deficit,accounting for 10.96% of the total carbon emissions of that year.For industries including coking and nuclear fuel processing industry,textile industry,electrical machinery and equipment manufacturing industry,timber processing and furniture manufacturing industries are the most serious in environmental deficit.These sectors of the import and export trade of China's total increase 1782 million tons the carbon dioxide emissions.In order to provides empirical basis for our country's further trade environment monitoring,this paper implement the environmental deficit measure,based on which decomposition analysis model was done to measure environmental deficit by technical effect,structure effect and scale effect.The analysis found that the effect of increase mode is the main reason for environmental deficit.The scale effect of 2014 took up over 53% of the proportion of the total effect,while the structure effect is the smallest,and the effect of structure effects can be positive or negative.For the textile,timber processing and furniture manufacturing and other 6 industry sectors,the structure effect inhibited the increase of export trade implied carbon emissions.For general and special equipment manufacturing industry,petroleum processing and coking and nuclear fuel processing and other 9 industries department,the structure effect promote foreign carbon emissions embodied in exports.Technical effect is effective in inhibiting environment deficit growth.Finally,the transformation of the mode of foreign trade development,establishing and perfecting the environmental tax system,encouraging the development of energy-saving emission reduction technology,actively participating in international negotiations to carrying out "environmental diplomacy and other environmental deficit solutions is put forward,to alleviate the current problems of environmental pollution,which contribute to the establishment of long-term environmental protection mechanism,realizing the upgrading of domestic industries and sustainable economic development.
