With the rapid development of China's national economy and the remarkable improvement of people's living standards,the imbalance in income distribution between urban and rural residents has become increasingly serious.This has been highlighted by the gradual expansion of the urban-rural income gap.Resolving the problem of income distribution is related to the sustained and healthy development of the economy and social harmony and stability.Under the market economy conditions,due to the existence of“market failures” and “market failures”,the market mechanism can not adjust the income gap between urban and rural residents effectively.This requires the government to "make this visible hand" to make up for this defect.The government's fiscal policy is an important means of regulating the income distribution function,and the financial expenditure on people's livelihood is the most direct impact on the residents' income.Therefore,exerting the economic and social effects of the people's livelihood and finance and strengthening the financial construction of the people's livelihood have great practical significance for narrowing the income gap between urban and rural residents.This article first summarizes the domestic and international literature on people's livelihood finance,sorts out the current scholars' research on the connotation of people's livelihood finance and the scale and structure of fiscal expenditure,and lays a theoretical foundation for subsequent empirical research.Secondly,from an overall perspective,we examined the trajectory of the changes in China's national financial expenditure,conducted an in-depth and detailed analysis of the education expenditure,health care expenditure,and social security expenditure of the people's livelihood and finance,and introduced the income distribution of urban and rural residents in China over the years.The basic situation.Then,the empirical part of the article selects panel data of 31 regions in China from 2002 to 2016.Through the construction of a spatial panel data model,the impact of people's livelihood financial expenditure based on education,medical care,and social security on the urban-rural income gap is discussed.The results of the study show that China's currentexpenditure on education and health care expands the income gap between urban and rural residents,and the spatial spillover effect of the two expenditures is positive,indicating that education and health care expenditure also similarly increase the urban-rural income gap between neighboring provinces,and social security expenditures.The increase has played a role in narrowing the income gap between urban and rural areas in the region and its neighboring regions.Among the control variables,the estimated coefficient of regional economic development level is positive,and its spatial spillover effect is also positive,which indicates that the improvement of regional economic development level has brought about an increase in urban-rural income gap between local and neighboring regions;the level of urbanization and the degree of economic openness in the region have significantly improved the uneven distribution of urban and rural incomes in both local and surrounding areas.Finally,based on the conclusions drawn from the above analysis,from the perspectives of education,medical care,and social security,we propose policies that will optimize the income distribution structure of urban and rural residents in China and improve the urban-rural income gap.
