Research On The Operation Mode Of The Tianfu New District Government Guiding Fund

In recent years,the local governments at all levels in China have put forward a series of government guidance fund establishment plans.By setting up a guiding fund,the government has played the role of financial leverage to accelerate the growth of local asset economy.The government departments of the United States,Israel and other developed countries have set up government guidance funds,whose mature forms of operation deserve to be studied by our government departments in setting up the guiding fund.The capital environment is mature in the first-line developed regions such as Beishang Guang,and the government-led fund also started earlier and became a model for the successful operation of the government-led fund in the industrial chain.This paper makes a thorough study on the operating mode of domestic and foreign guiding funds by means of reviewing the literature,and combining the actual situation and industry guidance effect of Tianfu New District government guiding fund,the paper puts forward some suggestions for the development of Tianfu new district by guiding the problems and corresponding optimization suggestions in the actual operation of the fund.The thesis is divided into five parts: the first part is the introduction,introduces the research background,the research purpose,the research method,the domestic and foreign research actuality,and the second part defines the concept of venture capital and government Guiding Fund in theory,from the perspective of policy environment and historical evolution,this paper reviews the development course of the government's venture capital fund,and the third part introduces the development of Tianfu new area of Sichuan Province,and introduces the Operating Status of Guiding Fund in Tianfu new area in detail,this paper makes a comprehensive analysis of the current Operation Situation and clearly guides the problem that the fund needs to solve The fifth part puts forward the optimization suggestion of the operation mode of the Tianfu new district guiding fund.Finally,the thesis summarizes the paper and puts forward some suggestions and suggestions from the aspects of policy encouragement,management mechanism,restriction system and fund-raising channel of the fund.
